SJS joins UNCAC Civil Society Coalition on Anti-Corruption

MOGADISHU, Somalia 20 February, 2022 – The Somali Journalists Syndicate (SJS) has officially joined the UNCAC Civil Society Coalition, as part of SJS efforts to defend defends journalists’ rights and promote accountability for violations against media freedom including attacks on journalists covering corruption.

As a press freedom organisation that defends journalists’ rights and promotes accountability for violations against media freedom, joining the UNCAC Civil Society Coalition gives SJS the opportunity to engage in the international arena.

SJS has released three reports on the state of press freedom in Somalia in 2019, 2020 and 2021 that document violations against journalists and media freedom. This includes campaigns for accountability on cases of government wrongdoings. SJS also stood firmly against government bribery solicitation in Somalia.

SJS works to promote media freedom in Somalia to hold government officials accountable and to uncover cases of bribery and corruption. SJS provides legal defense for journalists whose reporting of government wrongdoing results in detention or court cases. Our target beneficiaries are local journalists who are members of SJS. Our intervention methods include training journalists, promoting their freedoms, and defending their journalistic reporting.

On 28 October 2021, SJS has submitted an official complaint against bribe soliciting by Hirshabelle State officials to the Independent Anti-Corruption Commission (IACC) of the Federal Government of Somalia and awaits IACC to launch a full and independent investigation into the case.

SJS is involved in the implementation of the Self-Assessment Checklist which is the first stage of the UNCAC review process. SJS advocates for public accountability and an end to abuses against the media such as briberies used to censor media coverage.

“We are delighted to join the United Nations Convention against Corruption (UNCAC) Civl Society Coalition. This demonstrates the importance of journalists in fighting corruption, promoting accountability, transparency and integrity for both the public and the private sectors in Somalia,” SJS Secretary General, Abdalle Ahmed Mumin said.

“We, as journalists community, have an important role in the fight against corruption. We are the most important part in eliminating systematic corruption by investigating and revealing corruption practices, demanding accountability and transparency from the public and private sectors in Somalia,” Mr Mumin adds. “Therefore, we believe that joining the UNCAC Civil Society Coalition, SJS and its member journalists will have the opportunity to engage, advocate and promote role of Somali journalists in corruption detection and defending journalists’ rights.”

SJS concludes Canada-supported media freedom and safety trainings for Somali journalists in five regions

MOGADISHU, Somalia 18 February, 2022 – Somali Journalists Syndicate (SJS) has concluded the fourth round of a series of trainings to improve the safety and security of Somali journalists and media freedom with the support from the Canada Fund for Local Initiatives (CFLI) in Baidoa, South West State Somalia.

The training program, which has been running from July 2021 to February 2022, has benefited more than 90 local journalists in five regions of Somalia: Banadir, Hirshabelle, Puntland, Galmudug and South West State. Nearly 40% of the participants were female journalists in the five regions.

Baidoa-based journalists who completed the training on Wednesday described how they were working under perilous conditions, with little or no security training available to them.

“I have been working for more than seven years in the media. I have never received security training. As a female reporter, I used to go to the radio station every morning worried about my safety and that of my colleagues. Now having received this training, I am less worried because I got safety skills that can help me,” said Mariya Moalim who works for Radio Warsan, the oldest radio station in Baidoa and one of the independent stations targeted by government forces and militants in the past years.

Addressing the participants at the conclusion day, Omar Mustafa Nur, one of the directors of the South West State’s Ministry of Information acknowledged that the training was a timely one as the country undertakes the (s)election of the parliamentary seats, a process that has endangered the safety of many local journalists.

“Baidoa has been one of the deadliest places for journalists after Mogadishu and Galkayo. Today many of the practising journalists and their newsrooms lack resources to commit safety training,” said Mr. Omar himself a former TV journalist. “We commend SJS for creating and implementing the safety training initiative intended for local journalists. I believe the safety training could improve the security situation for journalists working in the South West State of Somalia.”

The Chairman of the Somali Media Association (SOMA) which is the largest independent media employers’ network, Hilal Sheikh Shueyb, noted that security remains a major concern for journalists working for local media houses and that had negatively affected the freedom of the media outlets they work for and the quality of their reporting.

“I am gratified that the safety training has taken place in Baidoa. For a long time, our journalists have been worried about the safety of their lives which has severely affected media freedom. We are proposing that this training be extended to journalists living in rural areas who are unable to travel to cities for training opportunity,” he added.

SJS Press Freedom Coordinator in South West, Adan Hassan Osman, emphasised that the growing number of journalists and the pressure they face from their day-to-day duties have increased local journalists’ need for safety training.

“As attacks on journalists increase, so does the need for training. We have to think about how to get regular and focused professional safety training,” Mr. Adam said “Security challenges and constant threats to journalists also force us to strategise safety precautions for journalists under threat.”

SJS Secretary General, Abdalle Ahmed Mumin, praised South West journalists for their commitment to utilise the training. He also expressed gratitude to Canada Fund for Local Initiatives (CFLI) for its assistance for the training activities.

“Somali journalists, including women reporters, are facing increasingly physical and digital threats. However, there are few training opportunities available to them. With this in mind we have initiated these safety trainings,” said SJS Secretary General, Abdalle Mumin. “Attacks on media workers and intimidation, including threats by police and security forces, have left Somali journalists living in constant anxiety about their personal safety and digital devices.”

“These trainings are to empower journalists and enable them to operate in high-risk environments and in challenging conditions. Thanks to the funds provided to us by the Government of Canada’s CFLI, we have been able to train more than 90 Somali journalists across five regions in the country,” added Mr. Mumin.

Haramcad police brutally attack journalists covering al-Shabaab attack in Mogadishu

MOGADISHU, Somalia 17 February, 2022 – Somali Journalists Syndicate (SJS) and Somali Media Association (SOMA) deplore the brutal attack of the Turkish-trained Haramcad police force against journalists covering militants attack in Mogadishu on Wednesday 16 February 2022.

Around 9:00am on Wednesday, a group of local journalists went to report car bombing and gunfight attack on several police stations and security checkpoints in Somalia’s capital Mogadishu the night before. According to the journalists and photos from the scene, the Haramcad police unit under their commander, Abdihamid Abdullahi Fanah, attacked the journalists. Journalists told SJS and SOMA that they had managed to escape on foot, however four TV journalists: Ismail Mohamed Muse and Mohamed Hassan Yusuf of Somali Cable TV and Aweys Mohamud Jila’ow and Mohamud Bari of Five Somali TV were captured by the Haramcad officers and beaten with the barrel of the gun and wooden sticks that contain nails. Two of them Ismail Mohamed Muse and Mohamed Hassan sustained injuries.

The four journalists told SJS and SOMA that they were detained, their phones and camera equipment confiscated as they were escorted to a police vehicle while blindfolded. After a short drive, they were brought to another location, ordered to lie on the ground under the open sun with their hands and legs tied.  They were released at 2:30pm local time on Wednesday.

The journalists’ phones and camera equipment were later returned back to them. However, they told SJS and SOMA that their phones were erased.

Mogadishu police spokesman, Abdifatah Adan, apologised for the incident and claimed that officers who attacked the journalists were under investigation despite presenting no evidence.

SJS and SOMA strongly condemn the brutal and violent act against the four reporters who were carrying out their journalistic duties of informing the public.  We demand accountability for this violence against the four journalists. No police officer should act beyond the rule of law. 

“We strongly condemn the violent and brutal attack of the Haramcad police officers against Ismail Mohamed Muse and Mohamed Hassan of Somali Cable TV and Aweys Mohamud Jila’ow and Mohamud Bari of Five Somali TV on Wednesday in Mogadishu. These journalists were conducting their normal duties when they were brutally attacked by the commander of Haramcad police unit and his officers,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

“Wanton violence on journalists must not go away with impunity if Somali federal government and its local authorities are genuine about ending impunity for crimes against journalists. Perpetrators are well-known officers and they must be held accountable for their crimes against journalists,” added Mumin.

“We strongly condemn the intimidation and inhumane treatment against the four independent journalists by Haramcad police on Wednesday. Attacks on journalists have been recurring and the attackers are not held accountable. That must end,” Mohamed Osman Makaran, the Secretary General of Somali Media Association (SOMA) said.

The commander of Haramcad police unit, Abdihamid Abdullahi Fanah, was the key officer responsible for the raid on Radio Mustaqbal in Mogadishu on 27 April 2021.

SJS successfully wraps up three-day human rights journalism training in Baidoa

MOGADISHU, Somalia 15 February 2022 – Somali Journalists Syndicate (SJS) concluded on Monday 14 February, 2022, a three-day human rights journalism training in Baidoa. The training was attended by 22 journalists (9 female and 13 male) from independent and state-run media in South West State of Somalia.

The training, sponsored by the National Endowment for Democracy (NED), focused on topics related to human rights reporting for journalists such as: understanding human rights principles, international frameworks on human rights, local human rights laws, and prioritising human rights issues for local and national media to defend key human rights issues including but not limited to women and child rights, minority rights, the disabled people’s rights, internally displaced people (IDPs) and the right to freedom of expression.

During the training, participants had extensive discussions on the safety and security implications for journalists covering human rights reporting, monitoring, documenting and reporting human rights violations. Majority of the participants had not previously received training on human rights.

At his closing remarks, Omar Mustafa Nur, one of the directors of the Ministry of Information of the South West State (SWS) reiterated the importance of protecting the human rights of the local population and the protection of the vulnerable communities through media reporting.

“Human rights are a God-given privileges to all humans and they are inalienable; indivisible. Journalists must protect and also educate their audience on this. Many of our community members are vulnerable to abuses but unfortunately media coverage is limited or non-existence when it comes to exposing human rights violations,” said Omar Mustafa “I praise SJS team for their decision to train journalists in South West State. I urge the trainees to apply what they have learned in the training.”

Mr. Hilal Sheikh Shueyb, the Chairman of the Somali Media Association (SOMA) admitted that the local media coverage on human rights remains low, citing the fact that most journalists could not differentiate between human rights and other social issues.

“Our media is growing fast, and more journalists are joining into the profession every day, but there are few training and mentorship opportunities available to them. I am pleased that SS has focused on changing the working conditions and knowledge of Somali journalists in general,”added Mr. Hilal. “Human rights journalism is a topic that is in great demand for journalists. Journalists are human rights defenders, so I urge all journalists to give priority to human rights issues in their coverage.”

Addressing at the participants, SJS Secretary General, Abdalle Ahmed Mumin expressed gratitude to the National Endowment for Democracy (NED) for which without it the training would not have been possible. He assured to provide advice and mentorship to journalists who have completed the training as they join a network of more than 100 Somali human rights journalists established by SJS to monitor, collaboratively investigate, document, and report on human rights violations in the country.

“This training is part of a series of six rounds of trainings for journalists on human rights reporting. With the support of the National Endowment for Democracy, we have been able to reach up to 150 journalists in six regions across Somalia,” Mr. Mumin said.

SJS and SOMA praise U.S Government’s decision to impose visa ban on individuals targeting journalists in Somalia with violence

MOGADISHU, Somalia 09 February 2022 – Somali Journalists Syndicate (SJS) and the Somali Media Association (SOMA) jointly welcome the United States Government’s decision on Tuesday, February 8, 2022 to impose a visa ban on ‘current or former Somali officials or other individuals who are believed to be responsible for, or complicit in, undermining the democratic process in Somalia, including through violence against protestors, unjust arrests or intimidation of journalists and opposition members, and manipulation of the electoral process’. The visa restrictions may also be subject to the immediate family members of the persons targeted.

Speaking at a press conference in Mogadishu, SJS Secretary General, Abdalle Ahmed Mumin, said the decision by the U.S Secretary of State, Anthony J. Blinken to sign the implementation of a policy under Section 212(a)(3)(C) of the Immigration and Nationality Act that restricts the issuance of visas to the targeted individuals was just and timely.

“We, the Somali media community, welcome Secretary Anthony Blinken’s decision as a move to uphold justice, protection of human rights including the right to freedom of expression and freedom to assembly and hold perpetrators of human rights violations accountable. Those who harass, arrest and intimidate journalists now know that they are going away with their crimes even if they are powerful officials,” Mr. Mumin said.

SJS and SOMA are jointly urging other members of the international community such as the European Union (EU), Canada, the United Kingdom (UK), Turkey, the African Union and the Arab League to take similar action as the United States. The international community has a moral mandate to promote and protect the effective enjoyment by all of all human rights including the right to freedom of expression and media.

“We urge other countries such as the EU, Canada, the United Kingdom, Turkey, the African Union and the Arab League to follow suit and take similar action as the United States. The protection of journalists and human rights defenders, and ending impunity for attacks against them, must become a priority for all international partners supporting Somalia’s state-building,” adds Mr. Mumin.

SOMA Secretary General, Mohamed Osman Makaraan said the endangered Somali journalists have been for longtime waiting to see an end of the impunity for crimes against journalists and media professionals.

“Today we see the international community – especially the U.S Government – taking its responsibility and standing up for the rights of journalists in Somalia by targeting those who attack, intimidate and violate rights of journalists,” Makaraan said “We request all other international partners to stand for safeguarding free press in Somalia. Those who attack journalists and human rights defenders must not enjoy with impunity.”

Galmudug’s Darwish forces raid independent local media station, beat and detain journalist in Abudwak

MOGADISHU, Somalia 02 February 2022 – Somali Journalists Syndicate (SJS) and the Somali Media Association (SOMA) calls Galmudug authorities to investigate its Darwish police force for the raid on Sooyaal TV and Radio, a local independent media station in Abudwak town, Galgadud region, and beating and detaining its director Mahad Bashir Osman for interviewing a group of police officers who went on strike on Sunday due to unpaid salaries.

Around midday on Sunday 30 January, heavily armed Darwish Force raided the radio station, beat and detained the director of the radio Mahad Bashir Osman. Mahad and two other colleagues told SJS and SOMA that Officers first broke into the main gate of the premises before getting their way into the on-air studio and ordered suspension of the live programme. 

“They started beating and kicking me. Their commander, whom I can recall his name as Tiigare, told me that I was under arrest. As they were kicking me they blindfolded me and put me on their police pick-up truck. I could not see where they took me,” Mahad said.

Mahad was taken to a bushy area on the outskirts of Abudwak town and was held for four hours under a tree which he saw when his eyes were uncovered. “The Darwish Force officers continued interrogating me and harassing me until 6pm and after that they transferred me to the police station with my legs chained,” Mahad added.  

He was freed on Monday 31 January without charges.

According to Mahad and colleagues, the armed officers confiscated external hard-drives and memory cards used to record video interviews from the officers on strike and also damaged a desktop computer and chairs inside the studio.

The Galmudug’s Darwish Force is part of Federal Police Force and is trained and supported by advisors from the European Union Capacity Building (EUCAP Somalia), the European Union Training Mission (EUTM Somalia), the African Union Mission in Somalia (AMISOM), and the United Nations, with funding from the European Union.

The director of media department for Galmudug’s Ministry of Information, Hassan Abdirahman, told SJS and SOMA that they have heard about the attack against Radio Sooyaal but added that “it was difficult to intervene because commanders of the police always act above the law”.

SJS and SOMA are calling for Galmudug authorities to investigate and hold accountable who conducted the raid on Sooyaal TV and Radio, the detention and beating of journalist Mahad Bashir Osman and immediately return the equipment confiscated from the radio.

“We strongly condemn the raid on Sooyaal TV and Radio, the detention and beating of journalist Mahad Bashir Osman as well as confiscation and destruction of its equipment. This latest incident shows how threats and attacks perpetuated by security forces against journalists have increased with total impunity,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “We call on Galmudug leadership to urgently investigate this attack and hold all officers involving in it accountable. They should also return all equipment confiscated from the radio.”

“SOMA and SJS condemn the attack on Sunday against Sooyaal TV and TV in Abudwak and the detention of our colleague Mahad Bashir Osman,” Mohamed Osman Makaran, the Secretary General of Somali Media Association (SOMA) said  “We call for the protection of journalists in this critical time as we also call for Galmudug authorities to quickly initiate an honest investigation to hold the officers who carried this raid accountable.”

MOGADISHU, Somalia 29 January 2022 – Somali Journalists Syndicate (SJS) and the Somali Media Association (SOMA) jointly condemn the recent detentions, beating and death threats against journalists in Hirshabelle, Galmudug and Somaliland.

On the evening of Monday 24 January, Hirshabelle police officers in Beledweyne led by Beledweyne police commissioner, Mohamed Hussein Mohamud (Duur-dage), stopped Radio Hiiraan Weyn journalist, Abdullahi Ali Abukar, while on his way to home from work after covering violent protest in the city which was sparked by the deployment of new federal forces from Mogadishu into Beledweyne. After stopping the journalist, the officers harassed and beat him with their guns before ordering him to clear heavy stones left on the middle of the road by the demonstrators that day. Abdullahi was let go after nearly an hour as officers threatened with shooting if he looks back to the officers.

Abdullahi was among seven journalists detained after the police raided and shut down Radio Hiiraan Weyn in Beledweyn on 21 January following the radio’s coverage on a local militia group opposing the regional authorities.

On 20 January, Galmudug’s Guriel police commissioner, Osman Ali Hudey detained two freelance reporters Abdulkadir Abdullahi Mohamed and Mohamed Abdiweli Tohow in Guriel town after they have covered news stories about the recent operations conducted by Somali ‘Gorgor’ commandos deployed into the region by the Federal Government of Somalia.  According to the journalists, they were held at the Guriel police station until Saturday night 22 January when they were freed without charges. 

On 12 January, Somaliland police in Aynaba detained Horn Cable TV reporter, Ali Adan Dirir after a morning raid on his apartment in Aynaba town following a reporting assignment in which he covered the distribution of drinking water trucking donated by a popular clan elder for the rural families affected by the desert locust and droughts. The police officers also confiscated and damaged the journalist’s camera and laptop.  Dirir told SJS that he was interrogated and held at the police station until 15 January when, and without a lawyer, a local judge ordered his release since the police failed to provide adequate charges.

On 4 January, Somaliland intelligence officers detained freelance online journalist Abdisalan Ahmed Awad following a raid on his home in Hargeisa and was held in undisclosed location for five days. According to Abdisalan and colleagues, his arrest followed his postings on social media that criticised Somaliland authorities for jailing Abdimalim Muse Oldon, a local social activist currently detained in Somaliland. He was freed five days later and was not charged.    

SJS and SOMA are relived that our colleagues who were detained in Galmudug and Somaliland were all freed. We are concerned that detaining journalists on the basis of their reporting has now become the norm in all regions of the country. This norm has a chilling effect that may restrict the ability of the media to expose allegations of wrongdoings by the authorities including alleged human rights abuses. We jointly call for the end of the culture of impunity for government officials who target journalists in Somalia.

“We strongly condemn the repeated violence against journalists – particularly those in Hirshabelle. We call all authorities to stop targeting journalists for doing their job,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said, “It is unacceptable that arbitrary detentions are now used widely to threaten press freedom in Somalia. These actions together with other types of threats have created a climate of fear and perpetuated impunity in Somalia. Government officials who commit these violations should not get away with it. They must be held accountable.”

“We are concerned about the increased targeting of journalists by authorities in Hirshabelle, Galmudug and Somaliland.  We demand the safety of the journalists,” Mohamed Osman Makaran, the Secretary General of the Somali Media Association (SOMA) said. “When journalists are detained, beaten and threatened with violence there will not be free, independent media and the public will not be able to make informed decisions and hold leaders accountable.”

MOGADISHU, Somalia 22 January 2022 – Somali Journalists Syndicate (SJS) and its partner the Somali Media Association (SOMA) condemn the raid and closure on the local independent radio in Beledweyne and detention of its seven journalists by Hirshabelle police in Beledweyne on Friday 21 January 2022 following interviews with local armed resistance who oppose the Hirshabelle authorities.

According to CCTV footage seen by SJS and SOMA and interviews with journalists, around 2:58pm Friday local time heavily armed police officers led by Beledweyne police commissioner Mohamed Hussein Mohamud (Duur dage) attacked and took over Radio Hiiraan Weyn and put the radio off-air before detaining seven journalists on duty.  The seven journalists – Yasin Ali Ahmed (Chief Editor), Abdullahi Ali Abukar, Mohamed Ibrahim Ahmed, Mohamed Osman Mohamud, Abdisamad Elmi Abdi, Abdimajid Dahir and Mustaf Ali Addow – were transported on a police pick up truck and held at the Beledweyne police station without access to their families and lawyers until Friday midnight when they were all freed without charges.

According to the journalists, they were later taken to a private house where Hirshabelle deputy president, Yusuf Ahmed Hagar (Dabageed), Hirshabelle police chief, Colonel Hassan Dhi’isow and Somali National Army commander, Colonel Mohamud Hassan Ibrahim were staying. These officials threatened the journalists with harsh consequences if they report any information critical to Hirshabelle authorities.  

The radio broadcast was allowed to resume on Saturday morning.

SJS and SOMA are concerned about the continued threats against Radio Hiiraan Weyn staff, particularly the threats of ‘death and disappearance’ against the seven journalists by Hirshabelle police chief, Colonel Hassan Dhi’isow.

SJS and SOMA are also concerned that police officers who committed these blatant violations and their commanders were trained and equipped with contribution funds provided by the British and German governments through a Joint Police Program with little or no accountability mechanism and the protection of human rights including protection of the right to freedom of expression.

“We strongly condemn the armed raid and closure of Radio Hiiraan Weyn in Beledweyne on Friday and the detention of seven radio journalists. While we are glad that all the seven journalists were freed and the radio resumed operations this morning (Saturday), we also condemn about the ongoing threats and pressure against the journalist and staff working for Radio Hiiraan Weyn,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

“We remind local authorities in Hirshabelle, the Somali Federal Government and their international counterparts of their responsibility to hold any officer who attacked Radio Hiiraan Weyn, detained its journalists and threatened them are investigated and held accountable,” Mr. Mumin adds.

“We condemn the raid on Radio Hiiraan Weyn and the detention of the seven journalists in the strongest terms possible. Though the journalists were released from detention, the threats have not stopped yet. We call for Hirshabelle police to stop these threats and allow the independent media in Beledweyne and its journalists operate with complete independence,” Mohamed Osman Makaran, the Secretary General of Somali Media Association (SOMA) said.
