MOGADISHU, Somalia, 18 September, 2019 – Somali Journalists Syndicate (SJS) condemns the latest wave of violence against journalists in Somaliland while calls for the Hargeisa-based Marodi Jeh Appeals Court to quash three and half years jail term sentenced on journalist Abdimalik Muse Oldon on 08 July, 2019 by the Marodi Jeh Regional Court.
On Wednesday 18 September, when journalist Oldon appeared before the judges at the Appeals Court, hislawyer Mubarik Abdi Ismail announced to have quit his role as Oldon’s defense lawyer citing intimidations and threats. In a TV interview, lawyer Mubarik also mentioned frustrations against efforts to prevent miscarriage of justice.
“I have
decided to quit my job as the lawyer for journalist Abdimalik Muse Oldon due to
threats and intimidations I have been facing, and I have informed my client
today. I don’t have any confidence that Oldon will get fair trail,” lawyer
Mubarik said.
During
today’s (Wednesday) court session, the Appeals Court did not make any judgment
as judges stated that they needed time to review the grounds of the appeals
against the three and half years jail term.
Somali
Journalists Syndicate (SJS) is outraged by the ongoing threats against the
lawyers representing Oldon and the disrespect of the laws.
Meanwhile, Somali Journalists Syndicate (SJS) welcomes the release of Horyaal24 TV Chairman Mohamed Osman Mire (Sayid) on Monday 16 September, on bail, two colleagues told Somali Journalists Syndicate (SJS). Sayid was arrested on 07 September, a day after the police shut down Horyaal24 TV studio in Hargeisa. The TV’s Somaliland office remains closed but is operational from its backed up studios in Mogadishu and London.
We also call
for the immediate release of two Hadhwanaag News journalists, editor Abdiqani Abdillahi
Ahmed (Asbaro) and Abdirisaq Goud Nur who were arrested on 12 September remain
in jail. Journalists and colleagues told Somali Journalists Syndicate (SJS)
that the police used live ammunition during editor Abdiqani’s arrest. The
Regional Marodi Jeh Court denied a request of release on bail for the two
journalists when they appeared before the Court on Monday.
In another
development, two broadcast journalists, Nuh Mohamed Abdi and Shafi’i Abdi Jama were briefly detained
in Buroa in Togdher region on Monday as they were filming the city centre where
Somaliland president Muse Bihi Abdi was on tour.
“We condemn
all sorts of attacks, threats, intimidations against the journalists in
Somaliland and call for the Somaliland authorities to respect the media
freedoms and ensure safety of the journalists,” Abdalle Ahmed Mumin, the
Secretary General of Somali Journalists Syndicate (SJS) said “SJS also demands the
immediate and unconditional release of all detained journalists in Somaliland and
urge the Marodi Jeh Appeals Court to quash journalist Oldon’s sentence.”
The attacks on
independent journalists and continued censorship against the free press have
worsened in Somaliland. 17 journalists have been detained by Somaliland police
since January this year.

Somalia, 16 September, 2019 – Somali Journalists Syndicate (SJS) is concerned
about the multiple raids by Puntland police officers on Radio Daljir offices in
the towns of Garowe and Bosaso on 14 and 15 September, 2019 respectively and
the brief shut down of the radio’s transmitter in Bosaso on Monday 16
September, 2019.
Around 09:23a.m.
local time on Monday 16 September, 2019, armed police officers led by Bari Regional Police
Commissioner Abdirashid Amusane forcibly entered the Radio Daljir’s studio in
Bosaso where a live morning show was on air. The officers chased the
journalists before they conducted search and subsequently shut the radio
transmitter, according to Ahmed Sheikh Mohamed (known as Tallman), Director of
Radio Daljir who told Somali Journalists Syndicate (SJS) that the officers were
looking to arrest him but he was not at the office at the time of the raid.
However around
12:15.p.m. the radio management decided to put the transmitter back to air
since the police did not serve any written order of closure from authorities.
The Puntland Media Law bans closure of media house without a court order.
“We decided
to go back on air as there was no written order of closure. But there are
ongoing threats against our staff since the police officers who came the radio
station were trying to get and arrest me,” Radio Daljir Director, Ahmed Sheikh
Mohamed (Tallman) said.
Police officers
raided Daljir offices in Garowe on Saturday, around 01:00p.m 14 September and
asked for the radio director , Ahmed Sheikh Mohamed (Tallman) and journalist Ayanle
Abdullahi Jama who reported a prisoner’s
death following alleged police torture in Bosaso days earlier, but
after failing to get the duo, the police left the radio premises.
The raids and the brief shut down of Radio Daljir are directly related to series of reports by Radio Daljir on 11, 12and13 September about the death of a prisoner over alleged torture by police at the coast of Bosaso under the command of Puntland Police Commissioner, General Muhyadin Ahmed Muse. The radio also reported other human rights abuses committed by General Muhyadin including seizure of vehicles and detention of persons without due process.
The Puntland
Police did not speak on the matter. The Ministry of Information of Puntland has
not also yet commented.
“We extremely
condemn these blatant acts of violence against an independent radio for only
reporting alleged human rights abuses by the police,” Abdalle Ahmed Mumin, the
Secretary General of Somali Journalists Syndicate (SJS) said “Authorities in
Puntland should immediately stop raids by its armed police on Radio Daljir and
allow the radio’s journalists to work without fear.”
Somali
Journalists Syndicate (SJS) calls top Puntland officials including President
Said Abdullahi Deni, Vice President Ahmed Osman Karash and Speaker of
Parliament, Abdihakin Mohamed Ahmed to force Police Chief General Muhyadin
Ahmed Muse to stop ongoing threats and raids on Radio Daljir and instead
dedicate time to investigate alleged human rights violations.

demand for the safety of the local journalists and media workers even after

September, 2019 – Somali Journalists Syndicate (SJS) is concerned about the new
restrictive directive from Somaliland’s Minister of Information, Mohamed Muse
Dirie which instructs local TV stations to prioritize Somaliland related news
over reports of events in Somalia issued on Monday 09 September, 2019.
In a written press statement, the Minister said he gave the instructions to the independent TV stations’ bosses during a meeting at the Minister’s office in Hargeisa. Nine heads of the independent private TV stations: Saab TV, Eryal TV, Horn Cable TV, Star TV, Codka Bariga Afrika (CBA), Badda Cas TV, Bulsho TV, SOM News TV and Sahan TV attended the meeting. The owner of Horyaal24 TV, Mohamed Osman Mire (Sayid) remains in jail after he was detained on Saturday 07 September. The editor of Horyaal24 TV was not invited to the Monday’s meeting.
“The Ministry has decided that independent TV stations prioritize Somaliland related news coverage over Somalia since we are two separate countries and governments; also to include Somalia related news events into that of World News,” read part of the statement from Somaliland’s Minister of Information.
The directive orders the
implementation of this order in two weeks time commencing from 09 September,
2019.
Four of the nine media houses attended the meeting told Somali Journalists Syndicate (SJS) that they have protested against the directive as interference to their duties but were told that ‘it was an order from the state’.
“Somali Journalists
Syndicate (SJS) strongly opposes this blatant violation of the media houses’
right to editorial independence. it is the editors who make decisions about the
way they pick their news coverage, not the state or the Minister of
Information,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists
Syndicate (SJS) said “We stand with our colleagues of editors and media
managers in Somaliland who protested and continue to oppose this unlawful
directive,”
The freedoms of press and that of the journalists in Somaliland are growingly declining as authorities arrested 28 journalists in 2018 and so far this year two are in jail, an indication of a worrying trend of restricting freedom of the press.
On Friday 08 September, 2019, Somaliland’s Criminal Investigations Department (CID) raided and shut down Horyaal24 TV and arrested its owner Mohamed Osman Mire (Sayid) the next day.
“While Somaliland Media Law and its Constitution both guarantee the freedom of the media, it seems authorities are using outdated measures to restrict free media and the work of the journalists,” adds Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS).

Somalia, 08 September, 2019 – Somali Journalists Syndicate (SJS) condemns the
closure of Horyaal24 TV and the arrest of the TV’s Chairman on Friday 06
September, 2019 and Saturday 07 September, 2019 respectively by Somaliland police
in Hargeisa.
On Friday night
06 September 2019, police from Criminal Investigations Department (CID) raided and
shut down Horyaal24 TV headquarters and instructed the staff to leave while
taking over the premises. On Saturday morning, the police then detained TV’s
Chairman, Mohamed Osman Mire (known as Sayid). The move came following a police
interrogation with the TV Chairman on Thursday 05 September, according to
Hargeisa-based human rights lawyer Guleid Ahmed Jama and Deputy Chairman of
Horyaal24 TV, Said Farah Muse (known as Cagjar) who both spoke to Somali
Journalists Syndicate (SJS).
According to Said Farah Muse (Cagjar), Deputy Chairman of Horyaal24 TV, the closure of the TV and the detention of its Chairman comes following series of an awareness program about the growing use of drugs— particularly the use of Khat— among women in Somaliland which Horyaal24 TV broadcasted last week.
“The basic objective of our TV program was to make awareness on the high use of Khat among women and the health effects it could have on addicted persons by interviewing women who consume Khat, health practitioners and also religious scholars,” Said Farah Muse (Cagjar) told Somali Journalists Syndicate (SJS) “We were however, very clear that a one-minute trailer broadcasted before the program did not include all views and that we have apologized.”
“The State
police acted without due process of the law. After shutting down Horyaal24 TV,
the police also detained its Chairman. This is against the Somaliland Media Law
which clearly outlaws the criminalization of media and journalists due to their
reporting,” lawyer Guleid Ahmed Jama told SJS.
There are no
formal charges brought against Horyaal24 TV and the chairman. The authorities
in Somaliland are yet to comment on the closure of Horyaal24 TV and detention
of its Chairman.
Local
journalists told Somali Journalists Syndicate (SJS) that the TV program which featured
a group of women in a Khat chewing café (locally known as Marfish) went viral
on social media had aggravated the locals who called authorities to act against
Horyaal24 TV.
“We condemn
the raid on Horyaal24 TV and the detention of its Chairman Mohamed Osman Mire
(Sayid). We demand for the immediate and unconditional release of the Chairman
and allow the TV resume operations,” Abdalle Ahmed Mumin, Secretary General of
Somali Journalists Syndicate (SJS) said.
“It is the role of the media to report on important topics that affect the public. We strongly reject any acts of silencing against the press; however it should be common interest for both government and media organizations to improve the professionalism of the media,” Mr. Mumin adds.
MOGADISHU,
Somalia, 04 September, 2019 – Somali Journalists Syndicate (SJS) strongly
condemns the orders of blockage of two leading news websites in Somaliland and
Puntland and calls both authorities to refrain from harassing independent
journalists.
On Tuesday 03 September, 2019, Hargeisa-based Marodi Jeh Regional Court ordered the blockage of independent news website Hadhwanaag.ca following a request from the police asking the internet service providers to block the news site. The court document reviewed by Somali Journalists Syndicate (SJS) mentions articles and series of interviews published by Hadhwanaag News, which allege misuse of public money by the Governor of the Central Bank of Somaliland, Ali Ibrahim Jama (also known as Baghdadi) as the reason of the order of the blockage.
Further, the management of Hawdhwanaag News was also summoned to the Office of Somaliland’s Attorney General for questioning, according to Ahmed Nasir Farah, the website’s Editor-in-Chief.
Separately, in Puntland State, the Minister of Information, Ali Hassan Ahmed (also known as Sabarey) on Tuesday ordered internet companies to block the independent news website Puntlandtimes.com. The order was made during a press conference in Garowe by Minister Sabarey following a news report which the Puntland Times allegedly reported civil servants’ protest at the Puntland Ministry of Information on 26 and 27 August, 2019 over unpaid salaries and Minister Sabarey’s name was mentioned.

that two days before the order of the blockage, he received a phone call from
the Minister of Information Ali Sabarey who threatened with arrest.
“It is very worrying that authorities in Somaliland and Puntland are blocking news websites deemed critical to them and threatening journalists. Such orders are acts of censorship and infringement on the freedom of the press and denial of the public’s right of access to information,” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said.

August, 2019 – Somali Journalists Syndicate (SJS) strongly condemns the
harassment and the brief arrest of two television journalists by the Puntland police
in Galkayo on Thursday morning 22 August, 2019.
Around 8.35am local
time, armed police stopped at gunpoint a car transporting journalists Burhan
Mohamed Abdi, correspondent for the state-owned Puntland TV and Abdiweli Jama
Cagarane, reporter for SBC TV and briefly arrested them. Both journalists were
held at Miir police station in Galkayo for two and half hours before they were
released.
At the time of their
arrest the journalists were returning from an assignment covering a police hand-over
ceremony at the regional police commissioner’s office.
“We were called to cover
the hand-over ceremony inside the police commissioner’s office. As we were
leaving the police headquarters, armed police from Miir police station came and
stopped our car at gunpoint. Then he ordered our arrest,” journalist Burhan
Mohamed Abdi of Puntland TV told Somali Journalists Syndicate after his
release.
Journalist Said
Abdullahi who helped the release of the two journalists also told Somali
Journalists Syndicate (SJS) that the police commander who ordered the arrest
had threatened that he will push for further charges against the journalists.
“The police did not question the two
journalists and they did not provide any explanation about this illegal
arrest,” journalist Said Abdullahi told Somali Journalists Syndicate (SJS) “We
heard the commander threatening that he will arrest the journalists even after
they were released with orders from senior police officials.”
“It is unfortunate that
police officers are becoming more aggressive toward journalists on assignment,”
Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS)
said “We call authorities in Galkayo to investigate this harassment by the
police officers and provide explanation of the arrest of Burhan Mohamed Abdi
and Abdiweli Jama Cagarane.”
Arrests, intimidations
and threats by state security forces against journalists had been on the rise
across Somalia putting yet more dangerous on journalists and media workers’
operations.

MOGADISHU, Somalia, 9 August, 2019 – Somali Journalists Syndicate (SJS) in partnership with Somali Digital Media Academy (SODMA) on Thursday 8 August 2019 concluded a two-week course on Documentary Video Storytelling in Mogadishu.
The course which benefited 26 journalists from various mediums of the local media contained practical sessions enabling the trainees to produce four short TV documentaries showcased during the closure of the training on Thursday. All four groups who produced the films made brief presentations about stages of their productive work including brainstorming, development and sharing story ideas and the post production activities.
The trainees, who recieved certificates, picked and produced four TV documentaries on the following thematic areas:
1- Young Media trainees
2- Entrepreneurship in poultry
3- Amusements at Lido Beach
4- The vegetable and fruit market in Hamarweyne

“This was on-job training like course where we had the opportunity to attend the class session and then do a practical work outside. Trainees had been given the time, equipment and advice. Today as you see, they have presented their works which makes this course first in its kind,” trainer Zubeyr said.

“When we initiated this training, we knew one thing: journalists who have training will get skills and those who get skills will produce a quality and ethical journalism. That is why we started this training and that is what Somali media and its people need,” Mr. Mumin adds.
The Secretary General further noted that SJS will work tirelessly in reaching to young career journalists who make majority of today’s Somali media personnel.
“Our findings show that about 80% of media personnel in Somalia are young career journalists who brave the dangers only in informing the public, therefore we have decided to reach out to them and educate them.” Mr. Mumin said.
