SJS reminds Somali journalists to remain professional and responsible ahead of the upcoming elections

MOGADISHU, Somalia, 07 October, 2019 – Somali Journalists Syndicate (SJS) reminds journalists across the country to maintain professionalism and responsible reporting ahead of the upcoming regional and national elections in the country and stay away any activities that could endanger their safety.

Ahead of the regional state election scheduled to take place in Galmudug shortly and  the general elections due to take place in late 2020 and early 2021, Somali Journalists Syndicate (SJS) advises all reporters, editors and producers to remain impartial and stick to professionalism as they undergo their daily reporting business.

Somali Journalists Syndicate (SJS) has learned some of the journalists based in Galmudug are directly or indirectly involved in various campaign activities in the region, which could compromise their safety, the Code of Ethics and the neutrality of a professional and responsible journalism.

“Independent, professional and responsible journalism are the backbone to every democratic society. A journalist should remember that his/her role as a journalist is to inform the public about the news events- not to take sides,” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said, “Journalists should stay away any involvement of campaign activities other than reporting it neutrally and professionally.”

“As the general public will only rely on the media reporting, high importance should be given in providing accurate and fair reporting in all circumstances,” Mr. Mumin added.

In the past several weeks, SJS leadership and member journalists have been discussing on ways of improving the safety of the local journalists and one issue that was repeatedly underscored was the need for an honest and independent media.

SJS also encourages local journalists to report any threats they receive during the campaign period and the elections.

“A journalist must report on party programmes or candidates, so that voters may compare them. But professional reporting must never tell citizens who the best choice would be,” Secretary General, Mr. Mumin concludes.

Somaliland sends a chilling message to free press: Appeals Court upholds 3.5 jail sentence for journalist Oldon

MOGADISHU, Somalia, 29 September, 2019 – Somali Journalists Syndicate (SJS) is strongly outraged by the acts of denial of fair trail and miscarriage of justice by the Somaliland authorities after the Marodi Jeh Appeals Court in Hargeisa upheld three and half years jail term against journalist Abdimalik Muse Oldon today on 29 September, 2019

Journalist Oldon was early morning on Sunday taken to the court from the prison cell, under heavy police escort without prior notice to his family and lawyer. At the court, the police requested judges to uphold the previous three and half jail sentence handed to Oldon on July 08, 2019.

Oldon was arrested from Buroa town on 17 April over his reporting and social media posts deemed to be critical to the state, according to the charge sheet.

“I am very saddened by the unjust verdict against my client Abdimalik Muse Oldon. It is even worse than everything that the police took him out of the cell secretly without giving notice to the lawyer and the family,” lawyer Jamal Hussein who was due to represent Oldon at the court but did not attend said.

A journalist who witnessed the court session on Sunday told Somali Journalists Syndicate (SJS) that two other defense lawyers of Oldon were not also present.

On September 18, Oldon’s lawyer, Mubarik Abdi Ismail quit his role as the defense lawyer citing intimidations and threats.

SJS believes is that this verdict is a clear sign that Somaliland is sending a chilling message about the state of press freedom.   We call for Somaliland’s High Court to quash this unfair verdict and immediately set free Oldon.

“We are appalled by the unjust decision by the Marodi Jeh Appeals Court.  The High Court should immediately review this and quash the verdict,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said “Furthermore Somaliland should stop judicial harassment, ongoing intimidation including arbitrarily arrests and threats against the journalists and the media in general.”

The violence against independent media, restrictions and acts of censorships have worsened in Somaliland. 17 journalists have been detained by Somaliland police since January this year.

“The authorities should stop the ongoing media crackdown and respect the media freedoms enshrined in the Somaliland Constitution and allow independent journalists to operate without fear of reprisals,” Mr. Mumin adds

Puntland Military Court summons director of Radio Daljir in an attempt to clamp down free press

MOGADISHU, Somalia, 27 September, 2019 – Somali Journalists Syndicate (SJS) is shocked to learn the order of summon against the director of Radio Daljir, Ahmed Sheikh Mohamed (also known as Tall Man) by Puntland’s Supreme Court of Armies and Weight Crimes issued on 24 September, 2019.

The Court letter refers another order issued on 23 September, 2019 by the Attorney General of the Supreme Court of Armies and Weight Crimes which summoned the radio director to appear before the Court in Garowe on Saturday 28 September, 2019 ‘for questioning’ in relation to accusations under the Somali Penal Code articles of: (382) “Falsification Committed by Persons Entrusted with Public Service”; (287) “False Accusations”; and (333) “Causing Impediments to Protection of Public Safety”.

Somali Journalists Syndicate (SJS) calls Puntland’s Military Court officials to stop this summon which is a complete disregard to the Puntland Constitution and the Federal Constitution.  

Article  87 (1) of Puntland State Constitution states “The Armed Forces Court is special for the crimes committed by the members of the Armed Forces only and their equivalents”.

 “Authorities in Puntland are trying to turn their knives to the journalists. A military court cannot summon a civilian journalist. This summoning should be immediately revoked,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

The summons follows multiple raids by Puntland Police against Radio Daljir’s studios in Garowe and Bosaso last week after the radio station reported the death of a prisoner as a result of an alleged torture by the police. The police also briefly shut down the radio transmitter in Bosaso on 16 September.

“Journalists should be able to investigate and report stories of public interest including wrongdoings of those in power without fear.  We call for Puntland authorities to stop ongoing harassment and intimidations aimed to stifle journalists in the exercise of their mission to inform the public,” adds Mr. Mumin.

Somalia: Puntland Minister of Information employs oppressive measures, threatens journalists

MOGADISU, Somalia, 25 September, 2019 – Somali Journalists Syndicate (SJS) condemns the new oppressive measures employed by the Minister of information of Puntland in Garowe on Sunday 22 September, 2019 against the independent media and journalists, the latest in a string of attacks against the journalists and the media in Puntland.

Minister of Information of Puntland, Ali Hassan Ahmed (Sabarey) instructed journalists and media houses in Puntland to register before 15 October, 2019 under which journalists will be issued with Ministry of Information Identification Cards (ID) during the press conference in Garowe on 22 September 2019.

“We shall vet the journalists and those who qualify will be issued ID Cards,” the Minister said “Any journalist who is caught operating without this ID card will face the law.”

The Minister threatened that any media house or any journalist who does not register will not be recognized as a journalist and the media house will be closed.

The Minister further threatened to target critical journalists whom he called to have been operating from other states in the country.

“There are trouble makers who relay their radio content from another region and the radio’s relay system is in Bosaso and when you visit them you cannot find them. We have close relations with other regional states. There is no where you can escape from us. We will [get you] and bring you handcuffed. Don’t think that someone can be safe in another regional state,” the Minister said.

Somali Journalists Syndicate (SJS) describes these measures as unlawful meant to curtail the freedom of the press in Puntland. 

“Puntland Minister of Information is wrong to call for registration of journalists and media houses. This is the mandate of the Puntland Media Council which is in operation. We call this Minister to stop these unlawful measures he is proposing,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

Journalists and editors in Puntland who spoke to SJS the past two days have expressed fear and uncertainty about what will happen to the free press after the one month deadline expires.

“We are extremely facing fearful situation and we don’t know what will happen to our work should the new measures imposed by the Minister of Information take effect next month,” one journalist in Garowe who asked anonymity told SJS.

“If this government is trying to silence us under the pretext of unnecessary registration, then we don’t know how we can be able to report freely in Puntland,” another journalist told SJS.

SJS also condemns the ongoing threats by Puntland officials against local journalists. Last week local police raided the independent Radio Daljir studios in Garowe and Bosaso following a news report about a prisoner who died in jail over alleged torture. Early this month, Minister Sabarey ordered internet companies to block the independent news website Puntlandtimes.com. Currently one online journalist has fled the state and under these fresh threats by Minister Sabarey, many journalists are under immediate risk of either being arrested or their media houses shut down.

“Journalists should not be threatened with registration and other restrictive actions due to their unfavourable reporting,” Mr. Mumin adds.

Somaliland: Three Hadhwanaag News journalists released from jail on bail

MOGADISHU, Somalia, 23 September, 2019 – Somali Journalists Syndicate (SJS) welcomes the release of the three Hadhwanaag News journalists today on 23 September, 2019, after spending two weeks in Hargeisa jail.

News Editor Abdiqani Abdillahi Ahmed (Asbaro) and Abdirisaq Goud Nur were arrested on 10 September 2019, while Abdirahman Sheikh Hassan was arrested on the night of 19 September 2019.

The three journalists were released on a bail meaning that they can be re-arrested anytime, according to the journalists’ lawyer and colleagues who spoke to Somali Journalists Syndicate (SJS).

Somali Journalists Syndicate (SJS) demands Somaliland authorities to withdraw the unfounded and politically motivated charges against Hadhwanaag News journalists in relation to Hadhwanaag News website’s reports about alleged corruption against Somaliland’s Central Bank Governor, Ali Ibrahim Jama (Baghdadi) who filed complaints against these journalists.

“Journalists and media stations should be free to report alleged corruption against the public officials freely and without fear and the Somaliland authorities should see this as constructive approach to correct their mistakes.” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

“We are also worried the order of blockage against Hadhwanaag News website inside Somaliland issued by Hargeisa-based Marodi Jeh Regional Court on 03 September, 2019, following a request from the police asking the internet service providers to block the news site,” adds Mr. Mumin.

Somali Journalists Syndicate (SJS) is concerned by the latest wave of violence against journalists in Somalilandwhere attacks on independent journalists and continued censorship against the free press has worsened. 17 journalists have been detained by Somaliland police since January this year.

On 18 September, a lawyer representing journalist Abdimalik Muse Oldon quit his role as defense lawyer citing intimidations and threats.  Journalist Oldon is waiting his appeal against three and half years jail sentence be heard. This followed the brief arrest of two broadcast journalists in Burao on 16 September as they were filming the city centre where Somaliland president Muse Bihi Abdi was on tour.

SJS supports medical fundraising for wounded human rights journalist

MOGADISHU, Somalia, 20 September, 2019 – Somali Journalists Syndicate (SJS) wishes to call for immediate medical support for a wounded human rights journalist Ismail Sheikh Khalifa whose injuries deteriorated following unsuccessful 10-month long treatment in Mogadishu, Somalia.

Ismail has undertaken several surgeries on his back and gluteus after he was badly injured in a bomb explosion planted in his car which exploded on 04 December, 2018 in Mogadishu.  He was leaving the TV studio where he has finished his weekly show, when the bomb detonated remotely. No group has claimed the responsibility of the attack and no investigation was launched yet.

Ismail, who is also the Chairman of Human Rights Journalists (HRJ) has been admitted at Mogadishu Somali-Turkish Hospital (formerly Digfeer Hospital). After two major operations, he was discharged from the hospital on 29 December 2018 but unfortunately his injuries got infections and his situation badly deteriorated resulting his re-admission to the hospital in August, 2019. The doctors again conducted a third operation for haemostasis and debridement.

“Unfortunately, Ismail’s situation did not improve as his injuries got infections. After several days of continued efforts to contain and dress the wounds, doctors now say Ismail’s wounds turned to be chronic non-healing. The doctors also recommended his immediate transfer to an advanced treatment outside the country,” journalist Abdifatah Mo’alim Nur, a member of local journalists committee set up to mobilize support for Ismail Sheikh Khalifa,has told Somali Journalists Syndicate (SJS).

As a result of this situation, early last month, local journalists launched a fundraising effort for the treatment of Ismail to cover Ismail’s medical cost in Turkey.

“We hope our colleague Ismail gets advanced treatment to save his life and one option is to relocate him to Turkey for treatment. All well wishers are encouraged to contribute to this fundraising,” journalist Abdifatah Mo’alim Nur adds.

The Secretary General of Somali Journalists Syndicate (SJS), Abdalle Ahmed Mumin has joined the local journalists’ appeal for support for Ismail Sheikh Khalifa’s medical needs while also highlighting his need for a protection due to the threats he has been facing even after he was admitted at the hospital.

“We are very concerned about the medical situation of our colleague Ismail Sheikh Khalifa. He is a renowned human rights journalist, who unfortunately was injured in a brutal bomb attack,’ Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) “The medical report we have seen shows that Ismail relies on painkillers on 24/7.  We are also sad that he cannot support his family and his eight children who need his support as a father.”

“We join this appeal by the local journalists seeking assistance for Ismail and we kindly ask anyone who can to contribute through the fundraising committee. We encourage both institutions and individuals, to help Ismail’s medication.”Mr. Mumin adds.

Somali Journalists Syndicate (SJS) wants to thank the Turkish Embassy in Mogadishu for assistance in issuing Ismail’s visa so that he can travel to Turkey for treatment to his injuries.
