Puntland: Former Radio Daljir director released, new threats mounting on journalists

MOGADISHU, Somalia, 22 October, 2019 – Somali Journalists Syndicate (SJS) is alarmed by the new trend of threats and intimidations targeted at journalists and staff of the privately-owned independent Radio Daljir in Puntland, while SJS welcomes release of former Radio Daljir director, Ahmed Sheikh Mohamed (Tall man) on Tuesday 22 October after five days in jail.

In a statement on its website, Radio Daljir said it was alarmed by the unrelenting oppression on the free media and vehemently condemned the persecution, threats and harassment against its journalists, following a contradictory statement by its former radio director Mr. Tall man discrediting the radio station’s reports shortly after his release on Tuesday after the charges were dropped.

Ahmed Tall man was arrested on Thursday 17 October from his home in Garowe with the orders of Puntland police chief, General Muhidin Ahmed Muse in relation to reports of a prisoner who died in police custody after an alleged torture. He appeared at the Nugal Regional Court on Monday 21 October.

Journalists at Radio Daljir told SJS the police recorded a video of Mr. Tall man pleading guilty and alleging the radio station over bogus news reporting.

“Radio Daljir remains as a reputable news source. The police recorded this video to create embarrassment and confusion to our audience. This is a new level of state propaganda against the independent media,” said one journalist who works at Daljir’s editorial desk who spoke to SJS.

Somali Journalists Syndicate (SJS) believes that former Radio Daljir director Ahmed Tall man was held against his will in the first place and was forced to re-cant while in the police custody in exchange for his freedom following pressures, a new tool and tactic to silence government critics.

“It is extremely worrying situation that journalists working at Radio Daljir are facing new level of threats coming from Puntland State police,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “These are actions deliberately intended to weaken the ability of the independent media to report courageously on all matters of public interest.”

SJS calls authorities in Puntland to stop the police violence targeted at the Radio Daljir and give its journalists a safe space to do their work without fear. No journalist should live in fear due to his/her critical reporting.

“Authorities should acknowledge that when the freedom of the press is threatened it is also a threat to democracy. We are calling for Puntland authorities to allow journalists at Radio Daljir to carry out their duties without fear of state prosecution,” adds Mr. Mumin.

Attacks on the free press have recently worsened in Puntland. On 15 October, Police raided privately-owned RTN TV offices in Garowe and threatened journalists. On 14 and 15 September, armed police raided and briefly closed down Radio Daljir in Bosaso. Furthermore, on 22 September, the region’s Information Minister imposed restrictive measures against independent journalists in Puntland.

MOGADISHU, Somalia, 21 October, 2019 – Somali Journalists Syndicate (SJS) calls for Puntland authorities to drop charges against former Radio Daljir director, Ahmed Sheikh Mohamed (also known as Tall Man) who appeared at Nugal Regional Court on Monday 21 October, 2019.

Mr. Tall Man was arrested on Thursday 17 October from his home in Garowe with the orders of Puntland police chief, General Muhidin Ahmed Muse and was held at the police station.

According to human rights lawyer, Mustafe Mohamed Jama, the prosecutors brought charges of incitement and public order disturbance against Mr. Tall Man over Radio Daljir’s reports in September of a prisoner allegedly died in the police custody following torture. Mr. Tallman was then director of the Radio Daljir.

“The defending lawyers requested additional time to review and prepare their response to the charges brought against Ahmed Sheikh Mohamed (Tall man). The next hearing will resume two days later,” lawyer Mustafe told SJS.

Somali Journalists Syndicate (SJS) calls authorities in Puntland to immediately drop the criminal charges against Ahmed Sheikh Mohamed (Tall man) and grant his freedom. SJS has learnt that the charges brought against the former radio director were heavily influenced by the police chief who previously ordered his soldiers to raid Radio Daljir in mid September.

“Media practitioners should be able to investigate and report police wrongdoings without fear of reprisals,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said. “Instead of genuinely investigating allegations of police brutality, it is unfortunate that authorities in Puntland are responding by seeking to suppress journalism through criminal litigation. This has now become the weapon of choice against truth tellers as Journalism is not a crime.”

SJS calls Somali Parliament to allow access of independent journalists

MOGADISHU, Somalia, 19 October, 2019 – Somali Journalists Syndicate (SJS) calls for authorities at the Somali Federal Parliament (People’s House) to immediately restore access of the independent media and journalists to the People’s House and allocate space for journalists during ongoing parliamentary debates.

Almost all parliamentary journalists working for independent media were on Saturday 19 October affected after they were denied access due to what officials at the Parliament described as limited space at the Parliament’s offices at Villa Hargeisa in Mogadishu. The new move restricts all independent media from covering the People’s House in unknown period of time.

Journalists who were due to report from Saturday’s Parliamentary Debate have told SJS that they have been denied access into the Parliament by officials at the People’s House forcing journalists to leave without reporting.

“When we have arrived at the gate, officials told us that representatives from independent media will not get access due to lack of space but those from state-media were allowed in,” Universal TV parliamentary reporter and member of SJS, Mohamed Abdinasir Ayanle said.

Press officers at the People’s House told SJS that the decision to restrict independent media was made last week due to the proposed construction of the main Parliament Building.

SJS vehemently opposes any restrictions against the independent media and journalists covering the Somali Federal Parliament. The People’s House is the core branch of the country’s legislative organ and only through the independent media will the public know about what legislations are being processed especially in this critical time ahead of next year’s general elections.

“Somalia’s whole democratic process will be undermined if journalists and independent media are not allowed to cover all proceedings of the important political events including to Parliamentary debates and to properly scrutinize the elected representatives,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “We call authorities at the People’s House to immediately restore access for the independent media to the Parliament.”

“It is an international standard that journalists should be given maximum access to parliaments in order to report from the legislative process and the work of the elected representatives. Somalia should not be an exempt.” adds Mr. Mumin.

Puntland police raid RTN TV office in Garowe, threaten journalists after vox pop

MOGADISHU, Somalia, 15 October, 2019 – Somali Journalists Syndicate (SJS) calls for Puntland State authorities to immediately stop threats targeted to journalists working for the privately-owned independent RTN TV in Garowe and investigate the police officers who raided the TV station’s office on Tuesday 15 October, 2019.

On 9.30am on Tuesday, officers from the Criminal Investigations Department (CID) led by officer Ahmed Adawe raided the TV station’s office and harassed the journalists on duty, according to two journalists at the station who spoke to SJS. The officers searched the premises as they looked for the television’s Garowe reporter Abdiqani Ahmed Mohamed who filed a vox-pop news report featuring interviews allegedly criticizing Puntland State president’s attendance at the controversial inauguration of Jubbaland president in Kismayo in the weekend.

According to RTN TV’s Garowe-based news editor, Abdiqani Osman Farah, the CID officers left the TV office without further action after they were asked to bring a written letter of warrant from the police justifying the search.

“After searching the TV premises and could not find the reporter, we have demanded an official warrant letter and they had not one so they left,” editor Abdiqani Osman Farah adds “At around 11:00am the officer Ahmed Adawe phoned me and asked me to report to the police station for questioning to which I refused.”

Abdulaziz Ahmed Barrow, a Nairobi-based RTN TV producer told SJS that their Garowe reporter went in hiding after the raid on the TV office.

“We are worried by the level of threats targeted to our journalists in Garowe and especially against journalist Abdiqani Ahmed Mohamed for conducting the vox-pop interviews,” adds Abdulaziz Ahmed Barrow.

When SJS contacted the CID police officers in Garowe, the phone calls returned unanswered.

Somali Journalists Syndicate (SJS) condemns the raid on RTN TV office and the threats against its journalists for conducting their normal journalism duty. We call Puntland authorities to immediately investigate the officers responsible for the raid and threats against RTN TV.

“We strongly condemn the raid on RTN TV studio in Garowe and the threats against its reporters,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “Puntland police should know that journalists have the right to perform their professional activities without being intimidated or threatened.”

“Puntland State authorities should open urgent investigation into its CID officers who raided the RTN TV office and must stop the threats targeting the TV journalists in Garowe,” adds Mr. Mumin.

In a separate development, Hirshabelle State police released freelance TV journalist and member of SJS, Abdiaziz Hassan Moalim (Abdiaziz Folyarey) who was detained in Jowhar for covering a violent public protest on Monday 14 October, 2019.

While SJS welcomes the release of our colleague Abdiaziz, however, we strongly reject the conditions demanding the journalist not to report any news reports deemed critical to the State including protests.

“SJS demands Hirshabelle’s Jowhar Police Commissioner to refrain from the unwarranted and unlawful orders including his instructions to shoot journalists covering street protests which is aimed to frighten and intimidate journalists in Jowhar,” Mr. Mumin says.

Hirshabelle police detain freelance journalist for covering public protest, order to shoot others

MOGADISHU, Somalia, 14 October, 2019 – Somali Journalists Syndicate (SJS) strongly condemns the arbitrarily detention and demands the immediate release of freelance TV journalist and member of Somali Journalists Syndicate, Abdiaziz Hassan Moalim (also known as Abdiaziz Folyarey) who is detained in Jowhar, Hirshabelle State of Somalia for covering a violent public protest on Monday 14 October, 2019.

Early on Monday police launched a security swoop arresting hundreds of people including children in Jowhar following a reported hand grenade attack on Sunday night where the deputy governor and his son were killed. Angry residents then took to the streets to demand the release of those arrested in the security swoop.

Armed police officers raided the journalist’s home under the orders of Jowhar Police Commissioner, Capt. Mohamed Ali Siyad (better known as Anjeh). The journalist was taken into custody at Jowhar police station where he is detained.

“Journalist Abdiaziz was covering the public protest and took photos of tires burnt on the streets. When he went back home, the police followed him and raided his home. They took him to the police station,” a colleague told Somali Journalists Syndicate (SJS).

SJS contacted officials at Hirshabelle’s Ministry of Information who confirmed the journalist’s arrest was instructed by Jowhar Police Commissioner Capt. Anjeh. The Police Commissioner has also instructed his officers to shoot any journalist seen taking images from the protest site.

SJS has also received reports of other journalists who were threatened by Capt. Anjeh for their coverage of today’s protest. When SJS phoned Commissioner Anjeh he has neither answered to our calls nor did he reply to text messages.

“We strongly condemn this unlawful arrest against journalist Abdiaziz Hassan Moalim and we demand for his immediate and unconditional release,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “SJS is also appalled the reports indicating threats against other journalists by Jowhar Police Commissioner’s cycle of violence to silence journalists.”

“We are worried by the reports of the order to shoot journalists covering Monday’s protest by Jowhar Police Commissioner. A police officer’s order to shoot journalists is a clear sign that the state of impunity for the safety of journalists in Somalia is alarmingly high,” Mr. Mumin added.

Somalia still tops the countries with worst records of impunity for crimes against journalists and worryingly state and federal authorities have not shown any real commitment to properly investigate and prosecute the killers of journalists.
