MOGADISHU, Somalia, 14 April 2020 – Somali Journalists Syndicate (SJS) condemns the arbitrary arrest of Somali National TV journalist, Adan Mohamed Salad, in Kismayo on Monday 13 April 2020.

According to the journalist and colleagues, Mr. Salad was arrested while filming at Alanley Beach in the coastal town of Kismayo around 12.p.m local time where a boat carrying khat cargo— the stimulant narcotic leaf recently banned by Somalia Federal Government due to the Coronavirus outbreak— was offloaded. He was held for two hours at the police station before he was released without charge. 

Somali Journalists Syndicate (SJS) reminds federal and local authorities that journalistic work can save lives in the current emergency situation and should not be threatened, intimidated or arrested for reporting what is in the public interest.

“We condemn all sorts of violations against the press covering the COVID-19 at this critical time including the latest detention of journalist Adan Mohamed Salad in Kismayo,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said, “Somali people are struggling the fight against the pandemic coronavirus and in the meantime journalists and media houses are playing important role to inform the public about the ongoing crisis.  We call authorities to allow access to information for media and journalists so the public is better informed.”

SJS is also concerned that journalists covering Covid-19 outbreak in Mogadishu and Hargeisa were also intimidated, threatened and —at least— two reporters briefly detained in Mogadishu late last month in the midst of Covid-19 assignment.

Meanwhile, Somali Journalists Syndicate (SJS) welcomes the announcement by the Somali Prime Minister, Hassan Ali Khaire, on Monday evening that media houses and working journalists shall be able to operate during the curfew declared by the Police Chief, General Abdi Hassan Mohamed, on Sunday as the government classifies media as essential service in the fight against Covid-19.

MOGADISHU, Somalia, 12 April, 2020- Somali Journalists Syndicate (SJS) condemns the decision by Somali Federal Ministry of Youth and Sports and enforced by Somali Football Federation (SFF) to bar Goobjoog Media Group from accessing stadiums in Mogadishu for sports news coverage on 9 April 2020.

According to the documents of the ban seen by SJS, the Minister did not cite reasons for the ban. In his press conference on 9 April, SFF president Abdiqani Said Arab said they were bound to adhere the orders from the Minister of Sports and Youth, Khadijo Mohamed Diriye.

According to Goobjoog Media director, Hassan Mohamed Mohamud, SFF informed the management of Goobjoog Media that their journalists were barred from accessing all sports stadiums under the Ministry of Sports and Youth for coverage to censor Goobjoog Media. The decision has triggered the private media group to fear for the safety of their journalists going for assignments.

“The Minister’s directive has ordered officials- including security- to enforce the ban on Goobjoog Media. Consequently, we are now unable to send our journalists for assignments out of fear for their safety.  We are also concerned that this order might be affecting other government departments,”Goobjoog Media director, Hassan Mohamed Mohamud told SJS.

Somali Journalists Syndicate (SJS) condemns the decision aimed to curb the media freedoms and intimidate the journalists and media organizations while denying their constitutional right to access to information.

“We are extremely concerned by the Ministry of Sports and Youth’s orders targeting Goobjoog Media, which represents gross violations against the operation of the independent press and further endangers the safety of the journalists,” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said, “We call for the Ministry of Sports and Youth to revoke its decision and allow Goobjoog Media and its journalists to report sports activities without obstruction.”

On 29 March, four Goobjoog Media journalists on assignment and their driver were briefly detained by officers from the National Intelligence and Security Agency (NISA) in Mogadishu and later released without charges.

Journalists face threats of intimidation and censorship for reporting Covid-19 in Mogadishu and Hargeisa

MOGADISHU, Somalia, 03 April, 2020- Somali Journalists Syndicate (SJS) condemns the recent threats of intimidation and censorship against journalists reporting Covid-19 in Mogadishu and Hargeisa.

On 30 March, during a meeting with the local journalists in Hargeisa, Somaliland’s Vice President, Abdirahman Abdullahi Seylici described any journalist who reports any Coronavirus case before the government confirmation “as a national criminal” in a bid to censor independent media coverage following reports of the first case of the pandemic in Somaliland.

On 19 March, police officers in Mogadishu’s Bondhere district briefly detained and harassed Somali Cable TV reporter, Abdullahi Farah Nur (aka Yariisow) and slapped his cameraman Abdirahman Omar on the face, while both were collecting vox-pops on the shortage of masks and gloves in the local markets due to the panic of Covid-19 pandemic.  According to Yariisow, the officers held them at the Daljirka area before taking to an open place near the Bondhere police station.  “I repeatedly asked for an explanation but the officers who showed us their pistols said we were wrong to film Daljirka area, where we were conducting our interviews,” Journalist Yariisow told SJS.

The pair was released without any charge.

On 27 March, the Mogadishu-based Anadolu News Agency reporter, Mohamed Dhaysane came under pressure after reporting Somali Government’s announcement to send over 20 doctors to help fight coronavirus in Italy, the country where the virus has claimed the most lives. According to the journalist, two state officials asked him to retract the news report after the government met a backlash from the public including families who expressed concern over the health safety of the Somali doctors.

On 12 March, a Somali Ministry of Health official had asked Universal TV to remove an online article that followed an interview with the Minister of Health, Dr Fawsiya Abikar about putting four individuals in quarantine for suspected Coronavirus cases.  Both the article and the interview remained online after the editors declined the official’s demand.

“We condemn the latest attacks against reporters covering COVD-19 in Mogadishu and Hargeisa,” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said, “Authorities should realize that this is a public interest matter and the journalists have the right to feed information they have on the pandemic to the public.”

“We call for the authorities in Mogadishu and Hargeisa to allow free flow of information and permit journalists and media stations adequate access to cover the news related to the pandemic to save lives,” Mr. Mumin added.

The journalists; Hamdi Mahad Diriye (TV reporter); Rahmo Hassan Mohamed (TV Reporter); Muno Mohamed Nur (TV Reporter); Mohamed Abduqadir (cameraman) and their driver Abdisalan were detained while on assignment covering a story of persons with special needs near the KM4 checkpoint in Mogadishu on Sunday morning around 9.30a.m, according to the journalists and their editor Hanad Ali Guled who spoke to SJS.

Hamdi Mahad Diriye and Rahmo Hassan Mohamed told SJS that they, along with other journalists, were briefly held at a detention place near KM4 security checkpoint before they were transferred to the notorious Godka Jila’ow prison, run by the National Intelligence and Security Agency (NISA), where they were locked up for more than an hour. They were released without charge.

“First the NISA officers in a pick-up truck surrounded us while we were in the mid of interview. They confiscated all our phones and seized the cameras. When they brought us at the Godka Jila’ow prison, they locked us up there before they released us without any charges,” Hamdi Mahad Diriye told SJS.

After their release, the journalists said their equipment was returned to them.  Phone calls and text messages to the Ministry of Information seeking information on the journalists’ arrest returned unanswered.

“We are appalled by the constant and targeted attacks against media professionals by the state security, in attempt to obstruct access to information ” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said, “We condemn these heinous attacks and call for the Somali government to promptly investigate the officers involved in these attacks and bring them before the courts of law.”

On Tuesday 10 March, police officers at KM4 checkpoint stopped and briefly detained Mahad Hassan Abdi, a cameraman and Shukri Hussein Sabriye, a reporter and producer- both from the privately owned Radio Mustaqbal- while the journalists were on assignment at a local market in Mogadishu’s KM4 area.

According to the journalists, they were forced to stand under the burning sun as a punishment. The journalists told SJS that they were released after their footage from a local market was deleted as a condition for the release. There were no charges brought against the journalists.

Meanwhile, the editor of the privately-owned independent Radio Hiigsi, Mohamed Abduwahaab Nuur (Abuuja) remains detained in the NISA prison in Mogadishu for more than 20 days. He was illegally detained on 07 March for writing about the conduct of the Somali security services.

SJS condemns threats, harassment, arbitrary arrest and beating against three journalists in Puntland

MOGADISHU, Somalia, 20 March, 2020- Somali Journalists Syndicate (SJS) strongly condemns the threats, harassment, arbitrary arrest and beatings targeted to three journalists in Puntland State of Somalia over the course of the past three weeks.

On 10 March 2020, three soldiers from Puntland Presidential Guards have denied access and beaten RTN TV journalist Abdiqani Ahmed Mohamed as he was covering the inaugural event of a new hotel in the administrative capital of Puntland, Garowe with the attendance of Puntland President, Said Abdullahi Deni. According to the journalist and two colleagues interviewed by SJS, the officers informed the journalist that they knew him because “he was critical to the state”. The journalist told SJS that he lost a phone and was not able to continue covering the event that day.

On 14 March 2020, plain-clothed officers attached to Puntland Presidency have stopped, beaten and threatened to shoot journalist Shareco Yasin Shareco, who reports for the privately owned Horn Cable TV and a community-based Puntland State University Radio (PSU Radio) as he was photographing the PSU Conference hall where Puntland’s Consultative Conference was held on 15-17 March, 2020. The officers confiscated and broke the journalist’s camera forcing him to leave the scene. According to journalist Shareco, when he complained to the police station, he was told to wait until the conference ends and his complaints have not been resolved ever since.

On the evening of 15 March 2020, police officers summoned and arrested TV journalist Adan Abdullahi Sheekeeye who works for the central Somalia-based Cabudwaaq TV (CW) following a Facebook post that reported the detention of an elder who criticized the state. Journalist Sheekeeye was released on a bail on the morning of 16 March. On 16 March, bodyguards of Puntland’s Interior Minister, Mohamed Abdirahman Dhaban-Cad confiscated journalist Sheekeeye’s press credentials and camera. According to the journalist and a senior editor of CW, the Minister’s bodyguards initially stopped the journalist’s car at gunpoint and ordered him to handover his journalist’s equipment as they later drove off. However the journalist told SJS that his equipment was returned on the evening of Thursday 19 March.

“We condemn the latest of wave of violence against journalists in Puntland, especially threats, harassment, arbitrary arrest and beating against the three journalists in an attempt to suppress the independent coverage of events with public interest,” Abdalle Ahmed Mumin, the Secretary General of the Somali Journalists Syndicate (SJS) said, “We call for the authorities in Puntland to stop the continued attacks against the messengers whose task is to inform the public.”

“Authorities in Puntland should allow journalists to carry out their work freely without fear and provide safe space where they can exercise their journalistic profession.” Mr. Mumin added.
