Galmudug: Security forces confiscate journalists’ phones and instruct them to inform authorities before covering election related news

MOGADISHU, Somalia, 13 November, 2019 – Somali Journalists Syndicate (SJS) expresses concern about the new orders aimed to stifle independent media coverage in Galmudug amid forthcoming local elections and condemns the confiscation of three journalists’ mobile phones in Dhusamareb on Tuesday 12 November, 2019.

Around 8.00pm local time on Tuesday, soldiers from National Intelligence and Security Agency (NISA) who were masked and led by unidentified officer forcibly confiscated mobile phones from three journalists: Abdikarin Isse Adawe, Shabelle TV cameraman; Abdullahi Warsame Roble, Somnews TV reporter and Mohamed Khadar Moalim Ahmed who works for Goobjoog Media as cameraman and reporter. The journalists were having their evening tea at a downtown restaurant in Dhusamareb town in central Somalia State of Galmudug.

According to the journalists who spoke to SJS, the soldiers separated the three journalists and questioned each of them for about 30 minutes before returning their phones.

“The officer informed us that journalists will be required to contact the security officials prior to reporting any election related news. Also he told us to avoid attending opposition sponsored events and meetings with government critics,” two of the journalists told SJS “After the orders they informed us that we will be called for another meeting soon.”

Galmudug State, a region marred by political frictions, is expected to have parliamentary and presidential elections soon and many of the independent media houses have posted their journalists to cover the state elections.

Somali Journalists Syndicate (SJS) is particularly concerned about the safety of the three journalists’ mobile phone devices following the confiscation by NISA officers in Dhusamareb. SJS previously documented instances in which journalists’ phones were compromised following seizure by security forces.

“We are worried about the new threats targeting independent journalists in Galmudug,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “We call regional authorities of Galmudug and the Somali Federal Government to immediately repeal and stop this unlawful order by NISA officers meant to suppress the free media.  Journalists should be able to carry out their duties without fear and interference.”

TV Journalists assaulted and briefly held for covering protest in Hargeisa

MOGADISHU, Somalia, 10 November, 2019 – Somali Journalists Syndicate (SJS) condemns the beating, harassment meant to silence and unlawful detention against two TV journalists in Hargeisa on Sunday 10 November, 2019.

Around 9.30am police officers accompanied by employees from a private business company called Deero Group assaulted and beat up Bulsho TV reporter, Ahmed Nur Isse Mohamed (Samrawi) and Horyaal24 TV reporter, Ibrahim Abdirahman Ibrahim (Jokar) while covering a protest by local traders who complained about unpaid dues against Deero Group in Hargeisa.

According to two colleagues who spoke to SJS and photos shared on social media, the journalists were forced to halt filming and interviewing protesters. Then police started beating up the two reporters who both sustained slight injuries. Bulsho TV journalist Ahmed Samrawi complains from back, knee and elbow injuries as he fell to the ground after a police officer hit him a wooden baton, while Horyaal24 TV reporter Ibrahim Jokar’s camera was damaged.

“They were taken to the Hargeisa Central Police Station where they were detained until 3.00pm local time before they were released,” one colleague told SJS “The journalists were not allowed to see a doctor”.

Around 3.00pm the two reporters were released without charges but on a condition that they refrain from reporting about the assault against them and the news of the protest they were covering in the morning.

“At first police agreed to set free the pair, but people from the private company pressured the police and brought a condition that the journalists had to give oral consent that they will not report about the assault and the protest,” a senior news editor who spoke to SJS on anonymity condition added.

Somali Journalists Syndicate (SJS) strongly condemns the assault on Ahmed Nur Isse Mohamed (Samrawi) and Ibrahim Abdirahman Ibrahim (Jokar) and the intimidations meant to discourage them from reporting what they have really seen or experienced.

“SJS calls authorities in Somaliland to immediately launch investigation and arrest the officers who assaulted and beaten up Ahmed Nur Isse Mohamed (Samrawi) and Ibrahim Abdirahman Ibrahim (Jokar). Also investigations should be carried against the Deero Group,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “The freedom to inform the public is unalienable and journalists have the right to report without fear.”

The violence against independent media, restrictions and acts of censorship have worsened in Somaliland. More than 23 journalists have been arrested by police in Somaliland since January this year. Currently journalist Abdimalik Muse Oldon is serving three and half years in jail.

MOGADISHU, Somalia, 04 November, 2019 – Somali Journalists Syndicate (SJS) strongly condemns the harassment, beating, shooting and confiscation of equipment against Al-Jazeera and Reuters journalists shortly after an assignment in Mogadishu on Monday 04 November, 2019.

Jama Nur Ahmed, Al-Jazeera Arabic correspondent; Abdinasir Abukar Hared, Al-Jazeera cameraman; Omar Siyad, driver; Mohamed Ali Dahir, Al-Jazeera crew assistant; and Feisal Omar, Reuters journalist were returning from an assignment at Aden Adde International Airport where planes carrying humanitarian aid for the floods-affected regions in the country landed. Two pick-up trucks with armed police officers stopped the journalists’ car and immediately began harassing, beating and fired several bullets into air while pointing guns at the journalists, the journalists told Somali Journalists Syndicate (SJS).

“We were driving through Zobbe junction when the two pick-up trucks with heavily armed police officers encountered us. Initially they pointed their guns at us and ordered our vehicle to be veered off the traffic but we told them that there was no space due to the heavy traffic,” Feisal Omar, Reuters photojournalist told SJS “It seems they recognized us as journalists after they have seen our cameras so they increased the harassment and fired into air while pointing the guns towards us. ”

Al-Jazeera Arabic correspondent, Jama Nur told SJS that one police officer pointed his pistol at him and threatened to shoot as a second officer attempted to forcibly open the driver’s door. When other journalist colleagues shouted for help, more officers came and threatened to shoot.

“The first officer wanted to take me out of the car but my door was locked, he then went the driver’s side and attempted to open the door but I held the driver’s hand firmly so they could not snatch him,” Al-Jazeera TV correspondent, Jama Nur told SJS “The officer was loudly telling other officers that we were journalists and we were recording a video of the police which we did not do. They confiscated two of our cameras.”

The Reuters photojournalist, Feisal Omar and Al-Jazeera cameraman, Abdinasir Abukar sustained slight bruises due to beatings. The two Al-Jazeera cameras were later returned to the journalists, according to Jama Nur Ahmed.

Contacts at the Ministry of Information of the Federal Government of Somalia and the police chief’s office did not respond to SJS’s phone calls and text messages seeking response.

 “We condemn the attack against our colleague journalists in the strongest terms possible,” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said. “Journalists are not enemies, but are messengers and their attack is not only a violation against press freedom and freedom of expression but also constitutes a human rights violation.”

“Journalists are increasingly facing threats and attacks with no accountability from the state security forces.  We call on the federal government of Somalia to immediately launch an investigation into the matter and bring the officers responsible of this attack to justice” Mr. Mumin added.

Last week, the Somali police briefly detained and damaged cameras of five local journalists covering public transporters’ protest in Mogadishu’s KM4 neighborhood.  Radio Kulmiye journalists- Farhan Mohamed Hussein and Yonis Duran Ali and their cameraman Yahye Haji Olad were arrested alongside with Universal TV reporter, Ahmed Ali Barre and Goobjoog reporter, Ali Adan Mumin were released on the same day without charge.

In a separate incident targeting journalists, Puntland armed police assaulted, kicked and confiscated equipment of three local journalists in Badhan town in Sanaag region on Tuesday, 29 October. The journalists – Radio Daljir reporter, Mohamed Hassan Dhalo, Horn Cable TV reporter Abdiaziz Abdullahi Hassan and SBC journalist, Mohamed Ahmed Agta were physically attacked by the police while covering a news conference by clan elders in a hotel in Badhan.

MOGADISHU, Somalia, 01 November, 2019 – As the world marks the International Day to End Impunity for Crimes against Journalists, Somali Journalists Syndicate (SJS) calls on the federal government of Somalia to investigate all crimes against journalists and bring the perpetrators to justice.

More than 60 journalists have been killed across Somalia since 1992 and 45 of them were assassinated in a targeted killings.  Only last year, 4 journalists were killed and this year the Somali media fraternity lost two colleagues; Mohamed Omar Sahal and Hodan Naleyeh, who were killed in a hotel attack in Kismayo on 12 July.

There have been some positive developments, but there are also challenges due to the government’s inability to end the impunity and conduct proper investigations.  Number of resolved murder cases against journalists account for less than 1% making the country more hostile for the media workers.

Al-Shabaab militant group has most often targeted journalists with complete impunity and the regional authorities in Puntland, Southwest, Jubaland and Galmudug are yet to carry out investigations and arrest killers of the journalists.  

The culture of impunity is the only factor that contributes to increased violence against the media professionals and criminals who enjoy total impunity.

“Somalia is now going into a critical transition period which also gives a lot of responsibility to the state security agencies. This should include ending the impunity against journalists in Somalia and ensuring their safety,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “We urge the Somali government to take firm steps to ensure accountability for violence and attacks against journalists, reversing and resisting the appalling trend of impunity.”

Somali Journalists Syndicate (SJS) and the International Press Institute (IPI) call upon the Somali authorities at federal and regional levels to set up special mechanism to carry out proper and honest investigations into all killings and violence against journalists and prosecute those responsible for these crimes.

“Journalists in Somalia are risking their lives to inform the world about that situation in the country. Attacks on them are reprehensible and stifles press freedom,” IPI Director of Advocacy Ravi R. Prasad said in Vienna. The government of Somalia should do its utmost to protect journalists to strengthen democracy in the country.”

Rising online threats, harassment against journalists raise safety concerns in Somalia

MOGADISHU, Somalia, 25 October, 2019 – Somali Journalists Syndicate (SJS) is alarmed by the rising levels of online harassment and intimidations against journalists which raise safety concerns in Somalia in particular those in the capital and in the northeastern regions.

Since mid last month, SJS documented more than 15 cases of journalists who have become subject to online harassment and intimidation.  Among the cases documented include prominent female journalist who was physically harassed, while covering the Somali Federal Parliament on 09 October, 2019.

In another instance, a Mogadishu-based journalist working for an international news outlet has been harassed online and taunted last week after his name was published on various abusive social media platforms.

Journalists in Puntland reported multiple instances of online threats and harassment by organized groups targeting independent journalists.  From Monday 14 October to Friday 25 October, SJS documented nine cases of targeted online attacks including to attempted Facebook hackings against independent journalists.

SJS is extremely worried that female reporters covering local or national politics are particularly vulnerable to these online threats and harassment and had already had a chilling effect on them.

“I could not sleep for several nights. I am scared of checking my social media accounts or even as I used to do- sharing my news reports online because these trolls would start attacking me again,” one female reporter told SJS.

“We are really concerned that online threats and harassment have now become a major safety concern for the media practitioners,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “We condemn these kind of attacks and we call for local and national authorities to ensure the safety of affected journalists.”

SJS is also worried that many of the local journalists faced these online threats and harassments have no idea of how to mitigate and remain safer online.

“It is very important that journalists remain safe online and physically. While we ask authorities to investigate these cases of online and physical threats against journalists, we would also like to urge editors where affected journalists are working to take steps ensuring the safety of these journalists,” adds Mr Mumin.

In a separate development, Somali Journalists Syndicate (SJS) is worried about the situation of the press freedom in Somaliland where at least three journalists fled into exile in the past weeks.

Faced by trauma and uncertainty, three journalists from Hargeisa who spoke to SJS said they fled their homes under threats of imprisonment, torture and other violence by the authorities due to their work or because of critical reports broadcasted by their respective media.
