SJS condemns vicious online attack and misinformation campaign on its network, warns those involved

MOGADISHU, Somalia, 17 December, 2019 – Somali Journalists Syndicate (SJS) is concerned about vicious online attacks and misinformation campaign used in various platforms which contained malware and spyware content in the past few days.

SJS is fully aware of the actions of the organized groups involved in this heinous crime intended to jeopardize our noble work in defending press freedom in Somalia, while we warn these organized groups as our legal and technology experts already took measures against them.

Late on Friday 13 December, 2019 these groups launched an impersonating Twitter account which they used to distribute phishing content followed by circulation of bogus emails with copy-pasted SJS previous statements.

In a due diligence, SJS team supported by local and international technology firms carried out urgent investigation into the matter and found the following:

  • On Friday 13 December, 2019 at 07:41, a Hormuud Telecom number “+252 617628466” was used to register an impersonating Twitter account and immediately started followingone senior Somali journalist.
  • On Saturday 14 December, 2019, the impersonating Twitter tweeted its first tweet copy-pasting a previous SJS statement.
  • On Sunday, 15 December, 2019 at 08:56a.m, unauthentic series of emails were sent from Outlook account, a private email owned by Microsoft Corporation. The sender used moalimuu@outlook.com. Again the same Hormuud number “+252 617628466” was used to register this Outlook email account.Among those targeted with the vicious emails included SJS leadership and its network of journalists.
  • The originating IP address of the said email: moalimuu@outlook.com also showedMogadishu, Banadir as the sender’s actual location.
  • The investigating team did a counter-check with Hormuud Telecom which showed the name of the subscriber of the number: “+252 617628466” as Mohamed Ibrahim Nur “Moalimuu”.
  • On Monday 16 December, 2019 at 01:20p.m, SJS through WhatsApp call contacted Mohamed Ibrahim Nur aka “Moalimuu” seeking explanation and if whether he knew that his name and telephone number was used for the impersonating activity. Also we have inquired how his names and personal telephone number were used coincidentally to register with such impersonating accounts.
  • Moalimuu initially denied owning the said email: moalimuu@outlook.com but later promised to investigate that his personal telephone number was the one used for registration of both impersonating Email and Twitter accounts. SJS did not hear back from Moalimuu since then.
  • Additionally, SJS discovers that the mailing list used for the distribution of the phishing content is registered at Mad Mimi, an email marketing service based in U.S.
  • Surprisingly on Monday, 16 December, 2019 at 09:00p.m, approximately 8 hours after SJS’s call with Moalimuu, the impersonating Outlook email account was removed and a probably new webmail-based email account registered with California, U.S.-based domain hosting service,was used to send fresh series of impersonating emails.

SJS condemns these illegal activities as we also urge our network of journalists, subscribers and press freedom organizations to ignore and report to us any unauthentic communications they might encounter in the future. There are trying to create confusion and scare us from doing our work as defenders of press freedom and rights of journalists,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said.

“Somali Journalists Syndicate (SJS) is and will remain to be on the forefront of advocating for freedom of speech and protection of the rights of the journalists as our core principle. Nothing will stop us,” Mr. Mumin adds.

Authorities block journalists from reporting and seize their equipment across Somalia

MOGADISHU, Somalia, 11 December, 2019 – Somali Journalists Syndicate (SJS) condemns the acts of restrictions, censorship and violence against journalists in Mogadishu, Jowhar and Las’Anod as the journalists were in a mission to cover events of public interest on Monday 09 December 2019 and Wednesday 11 December respectively.

On Wednesday morning, armed police blocked and threatened to shoot journalists working for local media and international news agencies while taking photos and filming SYL Hotel following a terrorist attack on Tuesday night. The journalists who spoke to SJS said after gathering outside the hotel they were chased away by officers from the Presidential Guards Unit known as “the red beret”.

In Jowhar, three TV Journalists: RTN TV correspondent, Hamdi Abukar Hassan; Dalsan TV correspondent, Mohamed Yasin Mahdi and CNA TV correspondent, Abdishakur Abdullahi Ahmed (Shaasha) were denied access on Wednesday as they were trying to cover an event in Jowhar Airport where representatives of the United Nations, African Union, European Union and Intergovernmental Authority on Development (IGAD) were meeting with Hirshabelle State president, Mohamed Abdi Waare.  The journalists also told SJS that their cameras were confiscated by Hirshabelle Presidential chief security officer, Abdi Ali citing an order from the state president.

Meanwhile on Monday 09 December, Somaliland police in Las’anod blocked, threatened and confiscated the equipment from seven reporters namely: Abdirahman Ali Duale (Horyaal24 TV); Mohamed Shaqalle Ashur (Somnews TV);  Farhan Mohamed Aidid (RTN TV);  Ali Dhegjar (SBC TV); Abdirahman Ahmed Olol (Horn Cable TV); Farah Mohamud Dubbad (Goobjoog TV) and Mowlid Ismail Dige (Eryal TV). The journalists were filming the inaugural event of a new hotel in Las’anod where its owners displayed the flag of Somalia among other flags of the countries in the region.

According to these journalists, when the cameras were later in the day returned to them they found the memory cards were missing making them unable to report the stories they were working on.

Abdirahman Olol of Horn Cable TV who was arrested for live streaming the event from his Facebook account was later released without charge and after spending three hours in police detention.

“We condemn all sorts of violations against journalists including harassment, seizure of equipment and blocking access to information. These not only constitute a press freedom violation but also is a violation against the constitution which guarantees the freedom of the press and access to information,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

 “Authorities should immediately investigate these incidents and make sure journalists have the right to execute their duties with out of fear of reprisals.” Mr. Mumin added.

Somaliland court gives police three more days to keep journalist in detention

MOGADISHU, Somalia, 30 November, 2019 – Somali Journalists Syndicate (SJS) calls for Somaliland authorities to immediately and unconditionally release Horn Cable TV editor, Abdikadir Saleban Asayr (known as Coday) after the Marodi Jeh Regional Court on Saturday 30 November, 2019 extended his detention for another three days.

According to colleagues in Hargeisa,, early on Saturday, officers from the Criminal Investigations Department (CID) took editor Abdikadir Coday to the court and demanded the judges to allow the police to hold Abdikadir for another three days starting from Sunday.

Abdkadir is currently held at the CID in Hargeisa for the 13th day. He was arrested on 18 November. A day later (19 November), the Marodi Jeh Regional Court approved police request to remand him in custody for seven days.

“We were not pre-notified about today’s court appearance. When lawyers reached there, they [lawyers] were not given any opportunity to defend. The court gave the decision following the police request,” a Horn Cable TV journalist, who requested to remain anonymous for fear of his security, told SJS.

The police did not respond SJS calls seeking further explanation but a human rights lawyer in Hargeisa who attended today’s court session said “the police were planning to bring charges against Horn Cable TV and its editor Abdkadir Coday”

Colleagues also told SJS that on Saturday lawyers went to the court to request Abdikadir Coday be freed on bail but denied as the court favoured the police request.

“Its unacceptable that media freedoms are under serious threat in Somaliland over judicial harassment contrary to its own laws which guarantee such freedoms.” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate said, “We call for the Somaliland’s Marodi Jeex court to unconditionally release our colleague”

The arrest of Horn Cable TV editor and an overturned order of closure against the TV came following an interview with Suldan Abubakar Elmi Wabar who leads an armed separatist militia in Awdal region which was aired on 13 November and a a news report on 2 November about an air safety related incident involving Flydubai, a UAE-owned airline which reportedly complained against the services at Hargeisa’s Egal International.

SJS submits comments and recommendations on Somali Media Bill to Parliament and Ministry of Information for consideration

MOGADISHU, Somalia, 24 November, 2019 –  After extensive consultations with its members and wider network of journalists, Somali Journalists Syndicate (SJS) this week submitted legal comments and recommendations about the Somali Media Bill (amendment) to the ministry of information and the Federal Parliament’s Upper House (Senate) – where the media law is currently being reviewed.

As per SJS submission, 26 articles out of 40 articles made up of the Media Bill have been reviewed and commented by SJS’s legal advisers, senior journalists and editors. The articles mentioned are about the independence and the legality of the proposed Somali Media Council, proposed journalists’ registration by the government, imposing fines against editors and media managers/owners as well as mandatory multi-level registration and licensing of the private and independent media houses.

Sections of the bill with vaguely-worded articles and redundant definitions such as fake reporting, spreading false propaganda, violating the sound Somali culture and the Islamic religion, opposing national interest or national plan and national security were thoroughly reviewed, commented and suggestions were made with deliberations to right to Press Freedom, Freedom of Expression and Access to Information as constitutionally guaranteed rights.

“It is a one positive step that lawmakers have now recognized that the current Media Bill is repressive and draconian and therefore we are grateful to the Members of the Upper House for refusing this Bill to proceed and making sure that the voice of our journalists be heard and counted,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said following the submission of the comments and recommendations.

“Our struggle towards unimpeded freedoms for the journalists and the media continues even as we have submitted our recommendations and comments to the Parliament and the Ministry of Information,” Secretary General Mr. Mumin adds “Somalia is not exempt from laying foundations of its laws in line with the international best practices and that is what we expect to see in regard to the Media Bill.”

Meanwhile, Somali Journalists Syndicate (SJS) commends Members of Somali Upper House for understanding the concerns of the journalists against the media bill.

The current Somali Media Bill was first assented into law on 10 January, 2016. In March 2017, then Minister of Information, Abdirahman Omar Osman (Yarisow) promised a fresh review before it was approved by the Cabinet of the Ministers on 13 July, 2017. The bill was, however sent to the Federal Parliament’s Lower House and passed on 08 July, 2019 without properly consulting media representatives and journalists.

Abaaro 8:00 subaxnimo ayaa saraakiisha Xarunta Dembi Baarista ee CID waxay u yeereen Tifaftiraha Cabdulqaadir Saleebaan Caseyr (Codey) kaasoo markii uu yimid CID-na la xiray. Booliska ayaa tusay tifaftiraha ammar qoraal ah oo lagu xirayo telefishanka, uuna ku saxiixnaa taliyaha CID-da, sida ay SJS u sheegeen labo saxafi oo aan la hadalnay.

Agaasimaha Guud ee Horn Cable TV, Maxamed Cabdi Ilig, ayaa sheegay in ammarka xirista xarunta ay dalbatay Wasaaradda warfaafinta Somaliland, si ay uga hor istaagto telefishanka tebinta wararka madaxa-bannaan.

Somaliland police arrest Horn Cable TV editor-in-chief and order closure of outlet

MOGADISHU, Somalia, 18 November, 2019 – Somali Journalists Syndicate (SJS) calls for Somaliland authorities to unconditionally release the editor-in-chief of the privately-owned independent Horn Cable TV, Abdikadir Saleban Asayr (known as Oday) who was illegally arrested in Hargeisa and to immediately withdraw the order of closure imposed upon the TV on Monday 18 November, 2019.

Approximately 8.00am local time officers from Criminal Investigations Department (CID) summoned Horn Cable TV’s editor-in-chief, Abdikadir Saleban Asayr, who was arrested upon arrival. The police at the CID presented a written order of closure against the TV which had the signature of the commander of the CID, according to two colleagues who spoke to SJS.

Mohamed Abdi Ilig, the Managing Director of Horn Cable TV said they were not served with the order of the closure which, according to Ilig, was requested by Somaliland’s Ministry of Information in an attempt to suppress the TV’s independent reporting.

“We have not received this order and we are yet to implement the order of the closure,” Ilig added.

Following the reported order of closure, journalists and other staff left the TV’s premises but the TV remains on air from its Nairobi and Mogadishu back-up offices.

The journalists further said the arrest of the Horn Cable TV editor-in-chief and the order of the closure came following an interview with Suldan Abubakar Elmi Wabar who leads an armed separatist militia in Awdal region. The interview was aired on Wednesday 13 November 2019.

On Thursday 14 November, CID officers summoned Horn Cable TV reporter Hassan Suleiman Harun (known as Hassan Galaydh) following a news report he did on 2 November about an air safety related incident involving 1 November flight by Flydubai, a UAE-owned airline which reportedly complained against the services at Hargeisa’s Egal International Airport and subsequently forced the flight to be diverted to Djibouti.

“I was summoned alongside our editor Abdikadir Saleban Asayr by the CID on Thursday. The officers informed us that there was a court case against us filed by Somaliland’s Ministry of Civil Aviation through its Attorney General,” journalist Hassan Galaydh told SJS by phone.

“We were not arrested on that day but anything can happen as we are waiting to face the court case which according to the CID demands us to reveal our sources for the news report,” adds journalist Hassan Galaydh.

Somali Journalists Syndicate (SJS) strongly condemns the blatant attack against the press freedom following indefinite closure of Television and arrest of its editor-in-chief and call for the Somaliland authorities to immediately lift the order of closure against Horn Cable TV and set free Abdikadir Saleban Asayr (known as Oday).

“Arresting journalists and closing a media station while exercising constitutionally granted freedoms  are blatant acts to curtail media freedoms in Somaliland” Abdalle Ahmed Mumin, Secretary General of the Somali Journalists Syndicate (SJS) said “We condemn the arrest of Abdikadir Saleban Asayr and the indefinite closure against Horn Cable TV.”

“Authorities in Somaliland should know that free media is a key to democratic and healthy society and we therefore demand immediate and unconditional release of our colleague Abdikadir Saleban Asayr,” Mumin adds.
