SJS conducts human rights journalism training in Garowe

MOGADISHU, Somalia 26 September 2022 – Somali Journalists Syndicate (SJS) trains 16 local journalists in Puntland on human rights journalism as part of the National Endowment for Democracy (NED)-supported program to promote human rights in Somalia.

The three-day training initiative in Garowe, the capital of Puntland State, intends to build a pool of competent journalists to train and prepare as human rights journalists’ trainers who can teach other journalists on the reporting of human rights and to improve public awareness about human rights and to help expose underreported stories professionally and safely.

At the conclusion of the training in Garowe, the General Secretary of SJS, Abdalle Ahmed Mumin stated that journalists who cover human rights issues face extremely multiple challenges because they do not receive the support they need and therefore journalists and their media are unable to prioritise reporting on human rights. He saluted the sacrifice made by the local journalists covering human rights in Puntland.

Lack of dedicated human rights focusing media and the low skill of local journalists remain as the main challenge against the promotion of the culture of human rights in Somalia. Tapping into the vital role that journalists can play in— not only as advocates but also as trainers through human rights education— can help to protect the effective enjoyment of human rights in Somalia.

“Human rights journalists in Somalia face security threats, economic hardship as well as inadequate skill-based trainings. This training aims to build the capacity of our human rights journalists and to prepare local journalists as human rights journalists’ trainers. On behalf of SJS and the human rights journalists network, I am grateful to the National Endowment for Democracy (NED)for the support they have provided us,” SJS Secretary General, Abdalle Ahmed Mumin said.

Lawmaker Mohamed Ahmed Abdi, a member of the Puntland parliament’s human rights committee emphasised the need for protection of journalists as a public interest group. He noted provisions of the federal and Puntland constitutions that guarantee the work and independence of journalists.

“Journalists are indeed the public interest watchdogs. They are the ones who make it possible for the society to develop solutions to the existing problems. I want to call for respect and protection of the journalists,” lawmaker Abdi said “I praise the journalists of Puntland who serve for their people with absolute courage. The human rights committee of the Puntland Parliament stands in solidarity with the journalists whenever they are threatened.”

Minister of Information and Culture of the Federal Member State of Puntland, Mohamud Aidid Dirir acknowledged the role of the independent media in the transformation of the society and building a peaceful community that achieves sustainable development. He also praised SJS journalists’ training activity in Puntland.

“The training of journalists is vital to build the skills of journalists to adapt to the changes that are taking place in our country— both at the federal level and at Puntland level. In Puntland, we are in the midst of the democratisation process that requires public awareness through the media. Journalists are also important to raise awareness on issues such as security and climate change which is affecting the people’s human rights,” minister Dirir added “We are very grateful to SJS and NED for providing this training to journalists in Puntland.”

SJS and SOMA condemn Somaliland’s suspension on independent TV

MOGADISHU, Somalia 09 September, 2022 – Somali Journalists Syndicate (SJS) and the Somali Media Association (SOMA) strongly condemn the suspension against the privately-owned independent CBA television in Hargeisa by the Somaliland Ministry of Information on Wednesday.

On Wednesday 7 September, Somaliland Minister of Information, Suleyman Yusuf Ali Koore issued a letter in which he suspended CBA TV headquarters in Hargeisa. Citing the region’s media law, the minister alleged the station on “spreading news and programs against the peace and the unity of the people of Somaliland and that the expiration of the station’s license”. In a statement, CBA TV management refuted both allegations.

SJS and SOMA took note that the Minister of Information, Mr. Koore, surprisingly brought up and referenced an article that does not include in the Somaliland Media Law.  We strongly condemn this decision which is nothing more than an intimidation and use of punitive measures to silence an independent and critical journalism in Somaliland.

Actions targeting independent media have increased in Somaliland in the past few months.  The $10,000 fine and suppression against MM Somali TV on 23 August and the ban and closure of BBC Media Action and BBC Somali Service on 25 July are among the latest spike of threats and intimidation against journalists and independent media houses in Somaliland.

“We express our solidarity for the management of CBA TV by condemning the illegal decision of the Somaliland Minister of Information, Mr. Koore against CBA TV. This suspension is unacceptable and should be lifted immediately and without condition,” Abdalle Ahmed Mumin, the Secretary-General of Somali Journalists Syndicate (SJS) said. “We call Minister Koore to cease his hostile tactics, intimidation and the use of punitive measures to silence free media and journalists operating in Somaliland.”

“We strongly condemn the suspension on CBA TV which is an independent media outlet that conducts its activities professionally and impartially. The Ministry of Information of Somaliland has recently made a habit of unlawful repressive measures aimed to stifle the free press operating in Somaliland. We demand that such measures be withdrawn immediately,” Mohamed Osman Makaran, the Secretary-General of the Somali Media Association (SOMA) said.

With NED support, SJS launches second phase of human rights journalism training in Somalia

MOGADISHU, Somalia 01 September, 2022 – Somali Journalists Syndicate (SJS) launched the second phase of human rights journalism training supported by the National Endowment for Democracy (NED) in Mogadishu.

The training initiative intends to build a pool of competent journalists to train and prepare as human rights journalists’ trainers who can teach other journalists on the reporting of human rights and to improve public awareness about human rights and to help expose underreported stories professionally and safely.

The three-day training sessions (between 28 – 30 August) in Mogadishu brought together 20 local journalists from Mogadishu, Kismayo, Gedo and Hargeisa. The training sessions contextualised various topics including trend of human rights abuses in Somalia, monitoring, documentation and reporting of cases as well as the legal and safety challenges facing local journalists.

“This training increased our knowledge and our capacity towards human rights reporting in Somalia. As a woman journalist, it empowered me to address violations and inequalities that exist in our society fairly and effectively through our reporting,” training participant Kiin Hasan Fakat, who is one of only six women journalists working in all female Bilan Media said. “I am now prepared to spread the human rights education to my colleagues and our newsroom.”

One of the training facilitators and ex-staffer at Human Right Watch, Samatar Abdi said in an environment that is often volatile and precarious, it is vital to inculcate a rights-respecting culture by training the next generation of activists through human rights education. “Kudos to the National Endowment for Democracy (NED) and the Somali Journalists Syndicate (SJS) for this timely initiative for Somali journalists. There is a need for a more comprehensive training and extending the same to the Somali regional states.”

On the conclusion of the training SJS Secretary-General, Abdalle Ahmed Mumin expressed his gratitude to the National Endowment for Democracy (NED) for providing the timely financial support for SJS human rights training project. He pointed out that the general objective is to raise and improve the situation of human rights to create a broader reach of journalists in the local media.

“Thanks to the timely support we received from NED, through this project SJS will train a total of 80 journalists as ToT in five selected regions in Somalia. Once trained, the journalists will later provide in-house training for colleague journalists in each respective media house on human rights reporting,” Abdalle Ahmed Mumin, SJS Secretary-General said “We are also providing ongoing mentorship support on both legal and safety wise on the best practices when covering human rights stories including sensitive cases without putting themselves in danger. This will give the journalists courage to cover more human rights stories professionally and safely.”

SJS concludes German-supported women in the media empowerment training in Mogadishu

MOGADISHU, Somalia 24 August, 2022 – Somali Journalists Syndicate (SJS) concluded a three-day training for Somali women journalists benefitting 20 female journalists and producers in Mogadishu on Friday.

The training initiative is part of a six-months program supported by the Embassy of the Federal Republic of Germany which is aimed at building women journalists’ capacity to take up leadership positions in the media and to advocate for gender equality.

On the conclusion of the training, SJS Secretary-General, Abdalle Ahmed Mumin and local media directors joined a panel discussion highlighting the role of women in the media in a bid to advocate for gender equality in the Somali media leadership.

“Due to cultural and security challenges, Somali women journalists are under-trained and under-represented. They do not receive proper trainings and are often overlooked for promotion. That is why our training program does not only advocate for promotion of women journalists for leadership positions, but also intends to build their capacity by teaching skills necessary for their profession. Thanks for the generous support provided by German Embassy,” Abdalle Ahmed Mumin, SJS Secretary-General said.

On behalf of the training participants, Zamzam Mohamed Ali, the deputy director of Arlaadi Media Network stated that it was necessary for the entire society to acknowledge the role of the women as a foundation for a peaceful, prosperous and stable Somalia. She said empowering women journalists is the first step on the path to gender equality nationwide.

“When we are less skilled than our male counterparts, we can not attain positions in the decision-making table. During the three-day training we learnt a lot and we got more confidence that we can go back to our media houses feeling more empowered with new skills. We thank SJS and the German Embassy for providing us this unique opportunity,” the 24-year-old woman said.

Director of the state-owned Radio Mogadishu, Mohamed Kafi Abukar noted that despite women represent 50 percent of the population, there is still a long way to achieve gender equality in the local media.

“Today, I had the opportunity to participate in the panel discussion as a wrap up for your training. I understand that there are many issues affecting our women. One of them is the lack of skills. There are also societal challenges which need more awareness,” Mr. Abukar said. “The SJS training seems to have addressed the key challenge which is to build the capacity of the female journalists. As a director of state media, I am pleased to be part of of the SJS advocacy initiative and we are ready to work with the women so that they can get their rights in the media leadership.”

The Deputy Ambassador of the Germany Embassy in Somalia, Mr. Sascha Andreas, who joined during one of the training sessions said “An open and inclusive society needs strong and powerful women, who raise their voices. Together with our partner SJS, Germany supports the empowerment of female journalists in Somalia through capacity building. By empowering female journalists, we can contribute to making women’s voices heard loud and clear. We want to read stories from a female perspective and improve women’s participation in society and politics.”

SJS, with the funding of the Germany Embassy, aims to reach 100 women journalists across four regions in Somalia with the objective of equipping them with the tools they need to rise in their current workplaces or elsewhere in the industry. The project would also provide women journalists with mentoring between and after training events to provide them with entrepreneurship skills, production of quality content to add value to their careers, as well as support and self-advocacy skills for greater gender equality in the media.

Local TV camera-journalist shot and injured by Haramcad police while covering Mogadishu hotel attack

MOGADISHU, Somalia 21 August, 2022 Somali Journalists Syndicate (SJS) and the Somali Media Association (SOMA) strongly condemn the shooting of M24 TV camera-journalist, Ahmed Omar Nur, by Haramcad police while covering the Hayat hotel attack in Mogadishu on Sunday.

The camera-journalist was among a group of local journalists covering the Hayat hotel attack from KM4 junction since Friday. Colleagues who witnessed the shooting said a group of the Turkish-trained Haramcad police officers were standing nearby when one of them shot at the journalist. No explanation was provided on the circumstance of the shooting. He was rushed to the hospital where doctors conducted an emergency surgery on his cheek.

SJS Secretary-General, Abdalle Ahmed Mumin and other media directors visited the injured journalist in the hospital in show of a solidarity. SJS and SOMA are wishing a speedy recovery for him.

“We just visited our colleague, Ahmed Omar Nur who was shot and injured by the Haramcad police while covering the Hayat Hotel attack in KM4 junction this morning. He was shot with one bullet that hit the ground before penetrating his cheek from the mouth. Doctors told us that they successfully conducted a surgery and he is in the recovery ward,” Abdalle Ahmed Mumin, the Secretary-General of Somali Journalists Syndicate (SJS) said. “We also reached out to the police to demand accountability and we were told that two Haramcad police officers were arrested for the shooting. We need an urgent action not words. We ask the criminal investigation department to investigate and explain why our colleague was shot while he was clearly identifiable as a journalist with his camera and had worn his press identification and that no shooting was taking place at that time and at that location.”

SJS and SOMA are calling for the authorities of the Somali Federal Government to launch a prompt, thorough, transparent, independent and impartial investigation on the circumstances of the shooting of M24 TV journalist, Ahmed Omar Nur.

“We are shocked that again the Somali police shot an injured a journalist in Mogadishu. We wish him a a quick recovery,” Mohamed Osman Makaran, the Secretary-General of the Somali Media Association (SOMA) said. “We had previously documented incidents of police shooting against journalists including the death of SBS TV journalist Abdirizak Qasim Iman in 2018. All of these incidents were not been resolved. Somali government authorities must investigate this shooting and allow justice for our colleague Ahmed Omar Nur and bring the arrested Haramcad officers to the court of law.”

Somaliland should free two TV journalists detained for covering protests in Hargeisa

MOGADISHU, Somalia 18 August, 2022 – Somali Journalists Syndicate (SJS) and the Somali Media Association (SOMA) call for Somaliland authorities to free without condition two local television journalists detained since 11 August in Hargeisa after covering opposition protests that turned deadly in Somaliland.

On 11 August, Police in Hargeisa detained two Horyaal24 TV journalists, Abdinasir Abdi Haji Nur and Ahmed-Zaki Ibrahim Mohamud after covering violent protests over the postponed elections in Hargeisa and other towns that day. According to colleagues, police initially held them at the criminal investigation department before transferring them to the Mandhera prison on 15 August.

SJS and SOMA are concerned that Somaliland authorities are holding the two journalists without any charges and even after the Hargeisa court ordered for their release. Both Somaliland’s interior minister and the police chief did not respond to SJS and SOMA calls seeking explanation on the two journalists’ detention.

SJS and SOMA calls Somaliland authorities to cease using internet blackout to suppress access to information including independent news coverage of the media. On Thursday 11 August, Somaliland authorities ordered internet service providers to shut the network which severely impacted media’s role in covering and relaying information to citizens. The shutdown also affected parts of Southern and Central Somalia.

“Somaliland authorities should immediately free Horyaal24 TV journalists, Abdinasir Abdi Haji Nur and Ahmed-Zaki Ibrahim Mohamud from the prison. Journalism is not a crime and therefore police officers should stop targeting and jailing journalists who cover news incidents such as public protests,” Abdalle Ahmed Mumin, the Secretary-General of Somali Journalists Syndicate (SJS) said. “Authorities should also stop turning to internet shutdown to silence critical voices including the news reports of the independent media.”

“We strongly condemn the detention of Horyaal24 TV journalists, Abdinasir Abdi Haji Nur and Ahmed-Zaki Ibrahim Mohamud which is illegal. We call for their immediate freedom. Until now they are not charged but unfortunately, authorities decided to hold them in the prison and this is unacceptable,” Mohamed Osman Makaran, the Secretary-General of the Somali Media Association (SOMA) said.

UN declares the arrest and detention of journalist Kilwe Adan Farah in Somalia’s Puntland a human rights violation

MOGADISHU, Somalia, 15 August 2022 – Somali Journalists Syndicate (SJS) and human rights lawyer, Michael Polak of Justice Abroad jointly welcome the opinion of the United Nations Working Group on Arbitrary Detention (UNWGAD) declaring the arrest and detention of journalist Kilwe Adan Farah, in Somalia’s Puntland State as an arbitrary detention and was in contrary to his right to freedom of movement under article 13 of the Universal Declaration of Human Rights and article 12 of the Covenant on Civil and Political Rights.

After covering street protests in Garowe, the capital of Puntland State, Mr. Kilwe was detained by Puntland police officers at gunpoint on 27 December 2020.  He was held incommunicado for 16 days before he was arraigned in a military court on 3 March 2021. He was first charged with murder despite the fact that the authorities were unable to point to any victim and then following this, inside a small room at the Garowe central prison, on 17 March 2021, Puntland military court judges sentenced him to three years in prison for “media related offences”. Neither Mr. Farah’s lawyer nor his family were allowed to attend the hearing of this sham trial conducted by this kangaroo court. As a civilian there was not way that Mr Kilwe should have been tried by a military court.

Journalist Kilwe, who comes from the marginalized Sanaag region, was released after 84 days in prison, on 22 March 2021, following a special pardon decree by the President of Puntland, Said Abdullahi Deni and after submissions had been made to the UN’s Working Group on Arbitrary Detention by Mr Polak on behalf of the SJS.

SJS and the human rights barrister, Michael Polak welcome this historic decision by the United Nations Working Group on Arbitrary Detention regarding the human rights violations committed by Puntland State authorities perpetrated against journalist Kilwe Adan Farah.

Noting that Kilwe’s detention was as a result of his journalistic work, the UN Working Group found that the Mr. Kilwe’s detention constituted a de facto deprivation of liberty in an unofficial place of detention for over two weeks and recorded its particular concern over these events. The Working Group also found that the rights of Mr. Kilwe a number of the provisions of the Universal Declaration of Human Rights and the Covenant on Civil and Policial Rights  including his right to liberty, his right to be free from arbitrary detention, his right to an effective remedy, his right to a fair and public hearing.

The UN Working Group transmitted the allegations regarding journalist Kilwe’s detention and requested that the Government of Somalia provide, by 1 February 2022, detailed information about the circumstances surrounding the arrest and detention of the journalist Kilwe Adan Farah and to clarify the legal provisions justifying his detention, as well as its compatibility with the obligations of Somalia under international human rights law and in particular with regard to the treaties ratified by the State.  

On 25 January 2021 the Government requested an extension which was granted on the same day with a new deadline of 3 March 2022 given.  Up to  the day of the publication of its opinion, 31 May 2022, the Working Group has received no reply from the Government.

The Working Group also required the Government of Somalia to take the steps necessary to remedy the situation of Mr. Kilwe without delay and bring it into conformity with the relevant international norms, including those set out in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. The Working Group suggests that, taking into account all the circumstances of the case, the appropriate remedy would be to accord Mr. Kilwe an enforceable right to compensation and other reparations, in accordance with international law.

“SJS through its international lawyer, submitted this case to the UN Working Group on Arbitrary Detention. We welcome this historic decision which clearly states the human rights abuses perpetrated against our colleague journalist Kilwe Adan Farah who was targeted because of his journalistic reporting.  We now call Somali Federal Government and its regional member state of Puntland to take all necessary steps to provide a remedy to journalist Kilwe Adan Farah including by providing him with an enforceable right to compensation and other reparations, in accordance with international law,” Abdalle Ahmed Mumin, the Secretary-General of the Somali Journalists Syndicate (SJS) said “We also urge the Somali Government and Puntland State to ensure a full and independent investigation of the circumstances surrounding the arbitrary deprivation of liberty of our colleague Kilwe Adan Farah.”

Lawyer Michael Polak stated that in the past, authorities such those in Puntland might have felt that they could disappear and persecute anyone who had the temerity to report news that they did not like. Now, with international bodies willing to investigate the treatments of journalists and others who are subject to laughable ‘court’ proceedings, that is no longer the case.

“Journalists remain one of the most important groups in relation to their role in informing the public about thing that are going wrong in society so that changes can take place. Instead of attacking individual journalists the authorities should address the problems identified to make things better for people who live in areas they manage,” added Mr. Michael Polak.

South West State police should free two radio journalists held in Baidoa

MOGADISHU, Somalia 8 August 2022 – South West State authorities should instruct police officers in Baidoa to free two Radio Warsan journalists who are held at the Baidoa criminal investigation department since Thursday 4 August, the Somali Journalists Syndicate (SJS), Federation of Somali Journalists (FESOJ) and the Somali Media Association (SOMA) said on Monday.

On Thursday, Baidoa police summoned and then arbitrarily detained Radio Warsan reporter, Mohamed Abdirahman Abdulle known as Malele and producer Farah Hussein Haji known as Weerow. Police initially stated that they were investigating suspected scammers when they summoned the pair. However, there are no charges brought against them until today as they are held at the criminal investigation department making their detention illegal.  We therefore call for their immediate freedom.

We are concerned that the two radio journalists were held in the same cell where alleged al-Shabaab suspects are held, according to representatives from our organizations who visited the jailed journalists on Sunday. While both Malele and Weerow were not notified of any wrongdoing, Baidoa police still continue to hold them in custody in violation to Article 35 of the Provisional Constitution which prohibits detention without charge for more than 48 hours.

The detention of the Radio Warsan journalists comes as South West State authorities scaled up their crackdown on independent media and journalists critical to them. On 15 July, South West State intelligence officers detained human rights journalist, Hassan Ali Daud, who reports for Arlaadi Media Network (AMN) and held him incommunicado for 19 days in Baidoa for covering a complaint by members of South West State opposition lawmakers who criticized president Abdiaziz Hassan Laftagareen following an alleged physical assault on the lawmakers. He was freed on 2 August without charge.

On 6 July, Baidoa police officers detained RTN television reporter, Mohamed Abdirahin Mohamed, from Baidoa city centre following his interview with an opposition member of the South West State Assembly, who among six other lawmakers, protested against the revocation of their immunity and membership in the state assembly. He was also freed a day later without charge.

On 6 July, South West State Information Minister, Ilyas Ali Nur, threatened a legal action against AMN over its coverage on the overdue functions of the state assembly and further instructed the Federal Ministry of Information to initiate a legal action against AMN which is headquartered in Mogadishu.

Radio Warsan is one of the oldest trusted news outlets in South West State and its journalists have endured unbearable threats from various fronts including threats from state security forces. Baidoa police should immediately free Mohamed Abdirahman Abdulle (known as Malele) and producer Farah Hussein Haji (known as Weerow) without any further delay.
