Tifaftiraha guud ee Radio Baraawe, Fu’aad Shooble Kafe ayaa sheegay in guddoomiyaha degmada Baraawe, Cumar Sheekh Cabdi ayaa yimid idaacadda, kuna amray in la joojiyo dhammaan barnaamijyada ku baxa lahjadda Barawaaniga, kuna tilmaamay in ay tahay “Sharci darro in lahjadda laga baahiyo idaacadda” isagoon wax caddeyn ama sababeyn ah raacin.

SJS condemns illegal ban on Radio Barawe’s Baravanese dialect program

MOGADISHU, Somalia, 21 April, 2020 – Somali Journalists Syndicate (SJS) condemns the strange and unconstitutional order to ban the community-owned Radio Barawe’s programming in the locally spoken Baravanese dialect by the authorities in Barawe, Lower Shabelle region, on Monday 20 April, 2020.

According to the chief editor of Radio Barawe, Fuad Shoble Kafe, around 8.30p.m on Monday, Barawe District Commissioner (DC), Omar Sheikh Abdi visited the radio station and verbally delivered the order to ban all programming in the Baravanese dialect citing that “it was illegal to broadcast in such dialect” without providing any evidence for that.

When SJS contacted the Barawe DC, Omar Sheikh Abdi and the South West State Minister of Information, Ugas Hassan Abdi, both said that “Maay and Mahaa Tiri” are the only sanctioned dialects of the Somali language. Minister Ugas weirdly stated that Radio Barawe, which according to its management has been operating in Barawe since March 2018, is not registered within South West State administration.

SJS calls authorities of South West State and those in Barawe to immediately revoke the politically motivated order of ban against Radio Barawe’s Baravanese programming.

“While Barawe authorities did not shut Radio Barawe entirely, it is strange to bar its broadcast in the locally spoken Baravanese dialect. This order is not only unconstitutional aimed to deprive the right to information from a whole segment of the community in Barawe, but also it is a limitation against freedom of the media,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said.

“We call for the Barawe District Commissioner and South West State Minister to revoke this illegal ban of the Baravanese dialect of Radio Barawe which is now the only radio in operational in Barawe,” Mr Mumin adds.

Separately, SJS demands from the Somali Federal Government to unconditionally release Radio Hiigsi editor, Mohamed Abduwahaab Nuur (Abuuja) who is being held incommunicado in Mogadishu since March 7.

MOGADISHU, Somalia, 21 April 2020 – Somali Journalists Syndicate (SJS) strongly condemns the arbitrary arrest of Voice of America (VOA) correspondent in Baidoa, Mukhtar Mohamed Atosh on Monday 20 April, 2020 and calls for authorities to stop attempts to charge him.

Around 5.30p.m, South West (SW) State police officers in a pickup truck arrested journalist Mukhtar Mohamed Atosh from Baidoa city centre known as “Afar Irdoodka”. He was held at the Criminal Investigation Department’s HQ known as “Barta Dhexe” pending investigations, colleagues and officials told SJS on Tuesday.  Atosh’s arrest follows his 19 April report on the death of a 14-years-old girl allegedly raped on the road between Mogadishu and Baidoa.

SW State’s Minister of Information, Ugas Hassan Abdi has told SJS that Bay Regional Court on Tuesday granted the police to remand the journalist in the prison pending further investigation by the SW State Attorney General. 

The Court’s letter dated 21 April, orders police to hold the journalist in prison indefinitely.  It further accuses the journalist of Articles: 271, 328, 326, 327 of the Somali Penal Code punishable from six months to one year jail term.

SJS calls for the authorities in Baidoa to unconditionally free journalist Mukhtar Mohamed Atosh from detention and stop attempts to charge him.

“Journalism is not a crime and journalists should not be detained for only reporting on issues of public interest,” Abdalle Ahmed Mumin, the Secretary General of Somali Journalists Syndicate (SJS) said “SJS condemns the arbitrary detention of journalist Mukhtar Mohamed Atosh in Baidoa. We call for the authorities to immediately free him and cease attempts to charge him.”

 SJS is extremely concerned by the increasing threats and intimidation targeted to the journalists and media houses covering the recent selection of the members of the second State Assembly of South West State. 

Separately, Somali Journalists Syndicate (SJS) condemns the beating against three Shabelle Media Network journalists by the Somali police forces on Sunday 19 April in Mogadishu. According to Shabelle Media, the three reporters: Abdinasir Abdirahman Mohamud, Abdikariin Isse Adawe and Fadumo Abduqadir Hassan were returning from an assignment in the evening when the police attacked them in Hodan district.

MOGADISHU, Somalia, 18 April, 2020 – Somali Journalists Syndicate (SJS) is relieved to learn the release on bail of Goobjoog Media Group deputy director, Abdiaziz Ahmed Gurbiye on Saturday 18 April, 2020 and calls for the Somali government to free Radio Hiigsi editor, Mohamed Abduwahaab Nuur (also known as Abuuja) held incommunicado since March 7, 2020.

According to Goobjoog Media Group’s director, Hassan Mohamed Mohamud who spoke to SJS, the Banadir Regional Court on Saturday granted an application seeking the journalist is released from prison on bail, due to his health condition. The journalist’s family and Goobjoog Media Group filed the bail request on Thursday 16 April.

Abdirahman Mohamed, journalist Gurbiye’s cousin, who confirmed Gurbiye’s freedom, has told SJS that he signed for the bail release to act as a surety that the journalist will appear in the court once required.  There is no date set for the hearing of the case.

Abdiaziz Gurbiye was arrested on Tuesday 14 April a day after he allegedly wrote a Facebook post claiming that “the president had taken away a ventilator” donated to a local hospital which treats Covid-19 patients. He was transferred to the central prison on Wednesday 15 April. He was not officially charged.

“While we welcome the release of Goobjoog Media deputy director, Abdiaziz Ahmed Gurbiye on bail, we demand from the Somali authorities to halt its accusations against him. Somali government should cease using criminal laws to censor freedom of the press and intimidate journalists who scrutinise public officials,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said.

SJS is concerned by the continued incommunicado detention of Radio Hiigsi editor, Mohamed Abduwahaab Nuur (also known as Abuuja) who was jailed on 7 March, 2020 after he wrote an article which questioned the ethical behavior of Somali security forces. Mohamed is in detention for 42 days without access to a lawyer and his family. Family members told SJS that they don’t even know where he is being held.

“We strongly condemn the continued, unlawful detention of Hiigsi Radio editor, Mohamed Abduwahaab Nuur who is held incommunicado since March 7 for only writing about the behavior of the security forces.  His family has just told us that they don’t know where he’s being held. We call for Somali Federal Government to free him immediately and unconditionally.”

وبحسب مدير مجموعة غوب جوغ للإ علام، حسن محمد محمود ، الذي تحدث إلى نقابة الصحفيين الصوماليين ، فإن محكمة بنادر الإقليمية قد وافقت يوم السبت على طلب الإفراج عن الصحفي بكفالة ، تقديرا لحالته الصحية، بناء على طلب تقدمت به عائلة الصحفي ومحموعة غوب جوغ للإعلام يوم الخميس 16 أبريل

وأكدعبد الرحمن محمد ، ابن عم الصحفي غوربي ، لنقابة الصحفيين ، أنه تم إطلاق سراح الصحفي غربي بكفالة ؛ وأنه سيحضر إلى المحكمة في حال طلبت المحكة ذلك. ولم يتم حتى تحديد موعد لجلسة الاستماع إلى القضية المرفوعة ضد الصحفي غربي

وألقي القبض على عبد العزيز غوربيي يوم الثلاثاء 14 أبريل / نيسان بعد يوم من نشره على صحفحته في فيسبوك خبرازعم فيه أن “الرئيس صادر جهاز تنفس اصطناعي” تم التبرع به لمستشفى محلي يعالج فيه مرضى كوفيد19. وقد نُقل إلى السجن المركزي يوم الأربعاء 15 أبريل / نيسان و لم توجه إليه اتهامات رسمية

وبينما نرحب بالإفراج عن نائب مديرمحطة غوب جوغ الإذاعية ،عبد العزيز أحمد غوربي بكفالة ، فإننا نطالب السلطات الصومالية بوقف الاتهامات الوجهة للصحفي المفرج عنه

وقال الأمين العام لنقابة الصحفيين الصوماليين ، عبد الله أحمد مؤمن ، إن الحكومة الصومالية يجب أن تتوقف عن استخدام القوانين الجنائية لفرض الرقابة على حرية الصحافة وترهيب الصحفيين الذين يكتبون عن المسؤولين الحكوميين

هذا وتعرب نقابةالصحفيين عن قلها البالغ حيال استمرار اعتقال الحصفي عبد الوهاب والمحتجز لمدة 42 يوما بعد أن نشر مقالا تحدث فيه عن السلوك الأخلقي لقوات الأمن الصومالية

Amnesty International is calling on the Somaliland authorities to immediately and unconditionally release detained journalist Abdimalik Muse Oldon who was arrested and arbitrarily detained a year ago today for exercising his right to freedom of expression.

Amnesty International is concerned that the journalist who was detained solely for peacefully exercising his human rights is now at heightened risk due to the COVID-19 pandemic.

MOGADISHU, Somalia, 14 April 2020 – Somali Journalists Syndicate (SJS) expresses its extreme concern by the arrest of Goobjoog Media deputy director, Abdiaziz Ahmed Gurbiye by the Somali police in Mogadishu on Tuesday 14 April, 2020 and calls for his immediate release.

According to Goobjoog Media director, Hassan Mohamed Mohamud, Police summoned and arrested Mr Gurbiye on Tuesday at 9.a.m at the Hodan Police Station.

Meanwhile SJS has reviewed a Banadir Regional Court letter dated 14 April and had the reference of arrest and charge order from the Office of Attorney General, which had ordered the arrest of Mr Gurbiye under Article 220 of the Somali Penal Code which states “offending the honour or prestige of the head of the state”.

Mr Hassan Mohamed Mohamud, the Goobjoog director has told SJS that they were not informed about specific reason of their colleague’s arrest. However, a Facebook post on Monday 13 April, Mr. Gurbiye allegedly wrote that a donated ventilator machine “was taken by Somali President from De Martini hospital”, where government uses as quarantine facility for COVID-19 patients in Mogadishu.

SJS notes that the arrest of Goobjoog Media deputy director is not only a threat against constitutionally granted freedoms but will be a stumbling block in ensuring that citizens are informed of all important emerging issues including to the current emergency of Covid-19.

“We are concerned about the arrest of Goobjoog Media deputy director, Abdiaziz Ahmed Gurbiye amid the journalists are on the frontline on the fight against COVID-19,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said “We call for the Somali government for his unconditional release.”

SJS also calls Somali authorities to end the ongoing ban on Goobjoog Media Group from covering all sports facilities by the Ministry of Youth and Sports, which was enforced by the Somali Football Federation (SFF) on 9 April.
