International Labour Day: SJS survey shows precarious working conditions for Somali journalists

MOGADISHU, Somalia, 1 May 2021 – On the International Labor Day 2021, the Somali Journalist Syndicate (SJS) calls for better working conditions for Somali journalists, as a new SJS survey shows precarious working conditions, low wages, a lack of employment contracts, while almost all respondents lacked occupational safety and health.

Over the past three months, SJS has spoken to 112 journalists across Somalia who have expressed how, like other professions, Covid-19 pandemic is having a negative impact on their earnings. From the onset of the outbreak in the country, media workers have been particularly vulnerable and many journalists have been infected by the infection, despite no deaths have been reported.

Some employers carried staff lay-offs and informed their media workers, including journalists, that they could not pay, while others were told to work without pay because media houses face unstable economic conditions resulting from the restrictions and the shrinking advertising market.

Most journalists interviewed, aged between 20 and 36, confirm that they are ready to stay in the profession, no matter how much they suffer, but expect their living conditions to improve.

“About 75 percent of the journalists surveyed identified insecurity, low pay, dangerous assignments and a lack of health insurance as the main challenges they face. Another major problem is the absence of permanent contracts that could provide significant legal protection against spontaneous dismissals, “said Fathi Mohamed Ahmed, SJS Secretary of Labour.

SJS survey found that journalists working in the regional states have poorer working conditions and receive lower salaries than those in the capital Mogadishu. “Journalists in the capital have access to more than one job opportunity and the media stations are able to receive advertising opportunities while all those circumstances are limited in the regional states,” said one female respondent in the South West State.

“Female journalists have reported specific challenges. They are the lowest paid staffers in the media even if they have years of experience. Training opportunities are not many. Women reporters say they face some sort of discrimination from the general public who favor male reporters over female reporters when carrying out journalistic duties,” Fathi added.

Nearly 86 percent of journalists surveyed said they had moved from one media house to another several times in the past 12 months to seek better pay and more rights. Journalists are not entitled to any type of insurance and are not anticipating to get compensation if they are injured or killed in the performance of their duties.

As stated by more than half of the journalists we spoke to, the low-paid and unpaid journalists have witnessed stressful conditions because they were unable to support their own households.

Somalia does not have a statutory minimum wage and a new federal labour law, which could specify labour rights and employment conditions, is still in the draft stage.  

Somali Journalists Syndicate is negotiating with major media stations across Somalia to enable a collective agreement for media workers to ensure that journalists obtain proper employment contracts and end the precarious working conditions once and for all. Similarly, SJS also calls for the Somali Federal Ministry of Labor to accelerate the Labour Bill and include minimum wage legislation to ensure the protection of Somali journalists and other media workers in Somalia.

“Without the labour law protecting Somali journalists, the effects of the pandemic, lack of additional resources or emergency support for journalists to help them cope with during crisis, make the livelihood of journalists almost impossible,” Abdalle Ahmed Mumin, Secretary General of the Somali Journalist Syndicate (SJS) said, “We call for the Ministry of Labour to speed up the draft labour law, and at the same time we urge Somali media institutions to put in place a mechanism that protects the rights of the working journalists.”

“Simple contracts are the key to preserving the rights of working journalists and end the current unstable employment conditions that exist in the media houses,” Mr Mumin added.

MOGADISHU, Somalia, 27 April 2021 – Somali Journalists Syndicate (SJS) strongly condemns the violent attack on the privately-owned radio Mustaqbal Media, the beating of journalist Bashir Mohamud Yusuf and the confiscation of radio equipment by members of Somali police “Haramcad” unit in Mogadishu on Tuesday morning.

According to journalists and management of Mustaqbal Media, the Turkish-trained Haramcad armed officers entered the radio premises in K4 area at 6:00am on Tuesday and ordered the staff on duty to come down at gunpoint, where they beat and harassed radio editor Bashir Mohamud Yusuf before confiscating computers, laptops, phones and cameras. The radio was put off-air subsequently.

“The Haramad police entered our building this morning. They beat me with the gun and I sustained bruises on my chest and back. When they saw my journalist Identification Card, one officer even cocked his gun and threatened to kill me. They entered the office and confiscated computers, laptops, phones and cameras,” Bashir told SJS.

Radio Mustaqbal has been covering the recent developments including gunfight and street protests between security forces backing the federal government of Somalia and military forces backing the opposition — who oppose president Mohamed Abdullahi Farmaajo’s term extension — in Mogadishu since Sunday morning. K4, where the radio locates, is among neighbourhoods where both sides clashed on Sunday.

SJS has documented three other cases of journalists’ detention, beatings, threats and whose footage deleted in Mogadishu since armed clashes broke out in the capital on Sunday.

“We strongly condemn the violent attack on Radio Mustaqbal today and the physical assault on journalist Bashir Mohamud Yusuf. We call for the police and security officials to immediately return the equipment taken from the radio as we also call for an independent investigation into this violent attack,” Abdalle Ahmed Mumin, the secretary general of Somali Journalists Syndicate (SJS) said.

Journalists arbitrarily detained, harassed in Mogadishu, Galmudug and Somaliland

MOGADISHU, Somalia, 26 April 2021 – Somali Journalists Syndicate (SJS) condemns the arbitrary arrests and other threats against journalists in Mogadishu, Galmudug and Somaliland while also calls for the immediate freedom of journalists Adan Abdi Idle and Mohamed Omar Yusuf held in Hargeisa and Galkayo since 13 and 16 April respectively.

On 25 April, Somali police force known as “Dufan or the storm” detained, beat and shot at Radio Hubal journalist Bashir Ali Shire who was live-reporting a violent protest and a gunfight in Karan district in Mogadishu. One armed officer snatched the journalist’s phone and started kicking him and beat with the gun before another officer with a balaclava arrived and shot one bullet towards the journalist, which luckily did not hurt the journalist. According to Bashir, he was taken for interrogation about his journalism and questions included his clan identity before he was released without charge.

On 25 April, Armed NISA officers stopped Universal TV reporters: Mohamed Ibrahim Bulbul and Khalid Maki at gunpoint as they were leaving the scene of violent protest in Karan district in Mogadishu. The officers confiscated the journalists’ camera and ordered to delete the footage they were recording. When the pair demanded explanation, the officers cocked their pistol and threatened to shoot, forcing the two journalists to adhere to the officers’ instruction and deleted their footage.

On 21 April, Galmudug police forces detained independent journalist, Ali Said Mohamed who reports for Mudug Journalist, a facebook news page which covers Galmudug region, after a news report alleging the Galkayo police of soliciting bribes from detainees at the police station. Ali told SJS that after lengthy interrogations and harassment, he was freed on the afternoon of 22 April without charges.

On 16 April, U.S-trained Somali special force “Danab” raided Radio Deegaan, a local independent radio station in southern Galkayo, Galmudug, and detained its journalist Mohamed Omar Yusuf. The soldiers confiscated a laptop computer and a voice recorder during the raid on the radio station and residential houses midnight. According to the radio director and local journalists, Yusuf was held at undisclosed location and was not allowed to contact his family and a lawyer. When SJS contacted Galkayo Mayor of Galmudug, the reason of the raid and the journalist’s detention was not explained.

On 13 April, Somaliland police in Hargeisa detained veteran journalist Adan Abdi Idle. According to a Facebook video he recorded, Idle said that the Governor of Somaliland Central Bank Ali Ibrahim Baghdadi has ordered his arrest over publication of “photos and an article” alleging the Bank Governor of corruption. The journalist, who is held in the Hargeisa police station, has appeared before the Marodi Jeh Regional Court twice on 19 and 26 April. On 26 April, after finding no evidence for the allegations brought by the Bank Governor, the court gave the police seven more days to bring evidences while Idle is remanded in custody.

On 9 April, Galmudug police in Adado detained radio Adado journalist Hashim Omar Hassan after he reported a police gunshot which resulted the death of a young goalkeeper during a football game between Adado and Beledweyne teams in Adado, Galmudug on 9 April. The journalist, who also reports for Five Somali TV, was held at the Adado police station until the next day (10 April) when he was freed without charge, but was told to keep off reporting about police related incidents.

SJS alarmed by the increased attacks on journalists across Somalia

MOGADISHU, Somalia 27 March, 2021 – Somali Journalists Syndicate (SJS) is alarmed by the increased attacks against the media professionals in Somalia with more than five incidents reported in February alone, making the press freedom situation more precarious.

On 4 March, Somali police detained the Nation FM radio journalist, Mohamed Yahye Jiinow in Mogadishu’s Hamar Jajab district after the district police chief ordered his detention. Jinow was arrested a day after interviewing a man who complained that his son was eaten by an alleged cannibal in Mogadishu. The journalist was held at Hamar Jajab police station for four hours before he was released later that day without charges.

On 22 February, Puntland police in Bosaso arrested freelance journalist Ahmed Botan Arab who reports on social media. His arrest followed after he posted video interviews on his Facebook page showing some residents of Bosaso commenting on a speech by the Puntland President Said Abdullahi Deni had made the previous day. The speech touched on political developments in the region and the ongoing stalemate on the implementation of an electoral agreement between Somalia’s regional and federal leaders.

According to Botan who spoke to SJS after his release, he was first taken to outside of Bosaso on a police truck and was later transferred to a detention inside the Presidential Palace in Bosaso, and on late on the afternoon of 22 February before he was taken to the Bosaso Central Police Station where he was detained.  He was freed on 24 February and was not charged.  Botan’s camera equipment was seized by the police and was destroyed.

On 23 February, two Goobjoog journalists: news reporter Abdirahman Mohamed Abdi and cameraman Abdirisak Abdullah Fagas, were stopped by NISA officers at Daljirka Dahson in Mogadishu where they were filming shortly after the Presidential Opposition Candidates announced to hold a protest scheduled for 26 February.  The NISA officers confiscated the camera and deleted their footage. However, the two journalists were not arrested and were allowed to go after the footage was deleted.

On 25 February, Puntland police in Garowe detained news editor of Somali Television Network, Abdifatah Abdullahi Farah (known as Jiib). The Criminal Investigation Department officers visited the TV office in Garowe and detained him in connection with his coverage of a news story that contained some residents of Garowe town commenting on a speech by the Puntland President Said Abdullahi Deni had made the previous day. He was detained and interrogated for several hours at Garowe central police station and later released on the same day without charge only after he had agreed not to publish reports critical of the Puntland government and its leaders.

On 25 February, plain-clothed NISA officers intimidated and stopped two Goobjoog journalists: news reporter Isaq Hersi Maalin and cameraman Mohamed Abduqadir during their assignment to collect vox pops about the election impasse from people on the streets at the Taleh junction in Hodan district. According to the journalists and their editor who spoke to SJS, the NISA officers showed their pistols to the journalists and called them ‘traitors’. The NISA officers then forced interviewees not to talk to the journalists. The journalists left and were not arrested.

On 25 February, Goobjoog cameraman Abdirisak Abdullahi Fagas was stopped near K4 in Mogadishu by two plain clothed NISA officers after he finished recording a video story. The NISA men asked Fagas where he came from and what he was doing as they thought that he was going for the opposition candidates, according to Fagas and his editor Hanad Ali Guled who spoke to SJS. After he told the officers that he was not on assignment that day, Fagas was allowed to go without any action. 

“The Federal government and federal member states should respect the constitution which clearly states the freedom of expression and that of the press.  Security officers from NISA and the police should stop these endless harassment, intimidations and arrest of journalists,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said, “Such attacks against the press while the country is heading towards an election is unacceptable and might constitute a serious rights human rights violation and officers responsible should not go with impunity.”

Journalist Kilwe finally free after 84 days in prison on spurious allegation

MOGADISHU, Somalia, 22 March 2021 – Somali Journalists Syndicate (SJS) welcomes the release of freelance journalist Kilwe Adan Farah from the Garowe jail on Monday 22 March 2021 following Puntland president’s decree to grant a special pardon.

While we welcome our colleague’s freedom, it is important to note that Kilwe has not committed any crime and should not have been detained in the first place. He was illegally detained by Puntland intelligence and security agency (PISA) on 27 December 2020 a day after he reported anti-inflation protest in Garowe which irritated the Puntland President Said Abdullahi Deni. He was held 84 days in jail, in which 16 of them he was held incommunicado, just for covering anti-inflation protest in Garowe.

Despite there being no evidence against Kilwe for the charges brought against him by the military prosecutors, which changes completely from ‘attempted murder and murder‘ to media related offences, the Puntland military court sentenced Kilwe twice on 3 and 17 March 2021 respectively.

“I am glad to be freed today. I am doing well and back to my family. I thank SJS and its lawyers Avv. Mustafe Mohamed Jama and barrister Michael Polak for their long efforts to my freedom,” Kilwe told SJS shortly after his release from the Garowe Central Prison.

Kilwe’s family also thanked SJS, local and international friends for the advocacy campaign seeking Kilwe’s freedom.

Abdalle Ahmed Mumin, the secretary general of Somali Journalists Syndicate (SJS) said:

“While we take the Puntland president’s decree to pardon our colleague Kilwe as a welcome gesture, we reiterate that he has not committed any crime and as the court indicated several times, he remains innocent.  He should not have been detained in the first place. We call for the Puntland authorities to immediately start investigating those who detained, tortured and abused Kilwe through the military court process.

“Nobody is above the law and officials who have committed these serious human rights violations against Kilwe should be held accountable. Authorities in Puntland should also refrain from targeting and detaining journalists and media workers even if they are critical of state actions. Somalia and its federal member states cannot develop if our press is prevented from informing the public about what is happening.”

Avv. Mustafe Mohamed Jama who represented Kilwe in the court said:

“I’m relieved that my client Kilwe is free today. He was detained solely for conducting his job as a journalist and despite no evidences, he has witnessed a prolonged period of judicial harassment and continued disregard of the law.”

International barrister Michael Polak, who was part of the team assisting Kilwe’s case said:

‘It is fantastic that Kilwe is now free and back with his family. However, it should be remembered that he was seized because of his media work, kept incommunicado in an illegal secret detention centre, then subject to proceedings which were farcical including an appeal which was heard in his prison cell without a lawyer.  Kilwe should not have spent the last three months away from his family in a precarious position and the international community must do more to protect media freedom throughout Somalia.”

SJS condemns police gun shooting that caused injury of Goobjoog cameraman in Mogadishu, calls for investigation

MOGADISHU, Somalia, 21 March 2021 – Somali Journalists Syndicate (SJS) condemns the gun shooting incident that resulted the serious injury of Goobjoog Media Group’s cameraman, Sharma’arke Abdinur Wehliye by a Somali police officer in Mogadishu on Saturday night 20 March.

Around 8.40pm on Saturday night the young cameraman Wehliye was heading home from work when a police officer fired one bullet at him penetrating his stomach before fracturing his left forearm, according to a family member and Goobjoog’s deputy director Abdiaziz Gurbiye who spoke to SJS.  Wehliye was admitted at a private hospital where doctors performed an emergency surgery on his stomach and made a blood transfusion.

“Goobjoog Media Group cameraman Sharma’arke Abdinur Wehliye was shot and injured by a police officer at Sinay junction in Mogadishu. We don’t know the reason yet and we have asked the police to investigate and arrest the officer who shot and injured our cameraman,” Mr. Gurbiye told SJS.

Goobjoog editor, Hanad Ali Guled told SJS that Wehliye’s last assignment on Saturday was covering a public debate on youth participation in the country’s politics.

SJS is deeply concerned by the lack of move by the Somali federal police officials to conduct an investigation and arrest the officer responsible for the shooting of cameraman Wehliye.

“We condemn the police shooting that resulted the wounds of cameraman Sharma’arke Abdinur Wehliye of Goobjoog Media Group in Mogadishu on Saturday night. This young cameraman was heading home from work and only to find a police officer shot and injured him. Even we still do not know the reason, we join Goobjoog Media Group’s call for an instant investigation into the shooting incident and arrest the officer responsible of it,” Abdalle Ahmed Mumin, the secretary general of Somali Journalists Syndicate (SJS) said.

On 25 June 2020, a police officer shot and injured Radio Danan journalist Abdifatah Abduqadir Sharif in Mogadishu’s Hodan district. The officer responsible was not arrested.  

On 26 July 2018, a police officer shot and killed SBS TV cameraman Abdirizak Kasim Iman in Mogadishu. Despite the military court sentencing, the killer officer is still at large.

Puntland’s kangaroo military court sentences journalist Kilwe to three years in jail

MOGADISHU, Somalia, 17 March 2021 – Somali Journalists Syndicate (SJS) protests against the three years jail sentence handed down to freelance journalist Kilwe Adan Farah today by Puntland’s Supreme Court of Armed Forces during what SJS and its lawyers described as a farcical kangaroo court trial that took place inside the Garowe Central Prison.

Kilwe was removed from his cell in the prison and was taken to a small room where judges announced the verdict where the only other person in attendance was the military prosecutor. Kilwe’s lawyer was not allowed to attend nor was his family.

Avv. Mustafe Mohamed Jama, Kilwe’s defense lawyer said:

“It is unfortunate that my client Kilwe is once again a victim of the Puntland State Government. He was illegally detained, held incommunicado and tried at a military court which violates all norms. It is absurd that authorities, who are using military court for their personal gain against Kilwe, disregarded all the required procedures for any court hearing. It is clear that the judge was acting under the orders given to him by top government officials.”

On Saturday 13 March, Kilwe Adan appeared before the military court during a brief hearing in which the persecutor brought forward new charges of “inciting to violence, publication of false news and calling for revolt” and appealed against a three months jail sentence made by the First Instance Court of the Armed Forces on 3 March.  Kilwe’s lawyer was present and no evidences were brought by the prosecutor leaving the judge to demand for proof of evidences from the prosecutor who later requested adjournment of the hearing.  

SJS condemns the shameful and unfounded charges against our colleague Kilwe through the several sham trials since 3 March.

Abdalle Ahmed Mumin, the secretary general of Somali Journalists Syndicate (SJS) said:

“What we have seen is not a court process. It’s a kangaroo court and misuse of state power to repress and silence Kilwe and intended to send a chilling message to journalists across Somalia. Puntland authorities should be ashamed of themselves by using a military court to prosecute Kilwe who reported anti-inflation protest in Garowe. We call for Puntland authorities including President Said Deni to free Kilwe and stop harassing journalists.”

Kilwe was detained by Puntland’s Intelligence Agency (PISA) in Garowe on 27 December 2020 a day after he reported anti-inflation protest in Garowe which irritated the Puntland President Said Abdullahi Deni. He was held incommunicado for 16 days before he appeared before a military court on 11 January 2021 when he was charged with “murder and attempted murder”.  Military prosecutors altered the charges three times since then.

International barrister Michael Polak, who is part of the team assisting Kilwe’s case said:

“Kilwe has been disappeared, tortured, and then when he thought he had been sentenced to time served and would be freed to return to his family faced a baseless appeal by the Military Prosecutor that has resulted in a three-year sentence given in a hearing where he was not allowed to make representations. Kilwe has not committed any crime but has merely reported the news in his role as a journalist. He should be released immediately and his ongoing persecution reflects terribly on the Puntland authorities.”

MUQDISHO, Soomaaliya, 8 Maarso, 2021 – Xuska Maalinta Caalamiga ah ee Haweenka 2021, Ururka Suxufiyiinta Soomaaliyed (SJS) wuxuu ku baaqayaa u sinnaanta fursadaha iyo xuquuqaha ee dhanka haweenka suxufiyiinta Soomaaliyeed.

Sanadkan halku dhigga Maalinta Caalamiga ah ee haweenka 2021 waa ”Haweenka ku jira hoggaaminta: Gaarista mustaqbal loo siman yahay iyadoo lagu guda jiro dunida COVID-19″. SJS waxay aqoonsan tahay dedaalka baaxadda leh ee ay ku bixinayaan haweenka suxufiyiinta sidii ay u shacabka ugu wargelin lahaayeen cudurkan safmarka ah ee Covid-19, iyagoo dadweynaha u bidhaaminaya gaabisyada jira.

”Haweenka suxufiyiinta ah waxay u bareerayaan khatarta cudurka COVID19, iyagoo soo tebinaya wararka la xiriira cudurka si ay shacabka u wargeliyaan dedaalada lagu badbaadinayo nafta dadweynaha. Tani waxaa dheer caqabadaha haweenka suxufiyiinta ka heysta dhinaca shaqada iyo tacadiyada loo geysto intaba,” Hinda Daahir, Xoghayaha Haweenka SJS ayaa tiri, ”Haweenka Suxufiyiinta Soomaaliya waa kuwa ugu mushaharka yar, halka qaar badana ayba waayeen shaqooyinkooda, ayna awoodi waayaan inay qoysaskooda maareeyaan. ”Haddii aan nahay gabdhaha suxufiyiinta, waxaanu safka hore kaga jirnaa dagaalka lagula jiro la dagaalanka cudurka safmarka ah ee COVID-19. Gabdhaha Suxufiyiinta keliya war tebin kuma koobna, ee hooyo ahaana waxa ay talooyin caafimaad siiyaan qoysaska iyo shacabka guud ahaan. Taasina waa sababta adduunyadu ugu baahan tahay in haweenku qeyb ka noqdaan meel walba oo go’aan lagu gaarayo,” weriye Xamdi Mahad Diiriye oo ka tirsan idaacadda iyo telefishanka Risaala ayaa SJS u sheegtay.

On International Women’s Day 2021, SJS calls for equal opportunity for women journalists in Somalia

MOGADISHU, Somalia, 08 March 2021 – On the International Women’s Day 2021, the Somali Journalists Syndicate (SJS) calls for an equal opportunity and equal rights for women journalists in Somalia.   

This year, the International Women’s Day (8 March) is celebrated with the theme “Women in leadership: Achieving an equal future in a COVID-19 world,”. SJS recognises the tremendous efforts by Somali female journalists working to inform the public amid COVID-19 pandemic and to highlight the gaps that remain.

In a virtual event on Sunday, SJS Gender Secretary Ms. Hinda Dahir Jama highlighted the challenges facing women reporters in Somalia.

“Women reporters are braving in the front lines of COVID-19 pandemic just to inform the public about the efforts saving lives. This is in addition to the other challenges including harassment and the stigmatisation of their work due to their gender,” SJS’s Gender Secretary, Ms. Hinda said, “Still women journalists in Somalia are among the least paid while some have lost jobs and are unable to sustain families. It is time to recognise our women and give the respect they deserve: an equal future free from stigma, stereotypes and violence; a future that’s sustainable, peaceful, with equal rights.”

To highlight the role of Somali female journalists, SJS spoke with more than a dozen of the women reporters from key media houses in Mogadishu who described how their day-to-day contribution puts them at risk.

“We, as female reporters, have been at the forefront of the battle against COVID-19. Women journalists are not only reporting but also as mothers, they provide the awareness of how to stay safe during the pandemic to their families and the public. That is why the world needs women at every table where decisions are being made,” 23-year-old Ms. Hamdi Mahad Diriye who covers COVID-19 stories for Risaala TV and Radio told SJS.

Being a journalist, particularly for women is not an easy task. Ms. Habon Ali Omar, 22-year-old reporter with Radio Sahal and TUSMO TV, had decided to relocate to Mogadishu from Beledweyne town last year due to the numerous threats she faced.

“I had been constantly harassed just because I am a woman and a journalist. I decided to move to Mogadishu without the support of my family. I continued my work here in Mogadishu. The challenges are still here but thanks God I became strong and overcome. Now I produce a daily show on TUSMO TV which I am proud of,” she told SJS.

Habon and her colleague Ms. Hani Hussein Ali have now begun supporting other women reporters in Mogadishu with simple advice: be resilient and committed.

“When women lead, we see positive results. We tell women reporters that when they overcome many problems, they eventually become resilient and strong. My ambition is to be a role model for other female journalists in the country,” Ms. Hani says.  

SJS calls for the authorities and media leaders to break down the cultural and socio-economic barriers that prevent Somali women journalists from taking their seat at the decision-making table to make sure that resources and power are more equitably distributed. Women journalists should not remain to be the lowest paid staff while many of them are in extremely vulnerable forms of employment.

”Somali women journalists played great role in the development of the media industry and deserve equal opportunity in the leadership of the media. They deserve respect, not harassment,” Abdalle Ahmed Mumin, Secretary General of Somali Journalists Syndicate (SJS) said, “I commend our SJS gender unit for their tremendous contribution of the union through their leadership skills.”
